    1. What is the Provisional Post-Living Differential (PPLD) and why was it created?

    We appreciate that the transition from the Post-Living Differential to the Canadian Forces Housing Differential was a significant change for many members, and not all were impacted equally. Your feedback has been heard, and we have reviewed the implementation process. After submitting a proposal to Treasury Board of Canada Secretariat (TBS) to address these concerns, TBS has approved a new and interim policy. The Provisional Post-Living Differential (PPLD) is the new and interim policy launched this summer to mitigate financial stress on CAF members transitioning from the Post-Living Differential (PLD) or Transitional Post Living Differential (TPLD) to the new Canadian Forces Housing Differential (CFHD) on July 1, 2023.  

    In addition to their entitled monthly CFHD payments, CAF members who were entitled to PLD or TPLD as of June 30, 2023, and who will see a decrease in their benefit amount when transitioning from PLD/TPLD to CFHD, will also receive the PPLD.

    PPLD is focused primarily on providing a gradual transition from PLD and TPLD to CFHD. If you are geographically relocated to a new place of duty at public expense once CFHD comes into effect, the PPLD may not apply to your circumstances.  

    PPLD payments are monthly, and will gradually decrease between July 2023 and July 2026. As every CAF members’ circumstances are unique and will also uniquely change from one year to the next with promotion, pay-incentive level changes, and change in living status with other CAF member(s), you are advised to refer to the respective policies of both CFHD and PPLD to verify your individual calculations by confirming which caveats apply to your circumstances.

    2. What are the basic calculations for determining my monthly PPLD entitlement? 

    Monthly PPLD payments are based on the following formula:

    PPLD monthly payment = (A*B) – C, where

    A is the monthly PLD or TPLD rate you were receiving on June 30, 2023;

    B is the percent of PLD or TPLD you are entitled to, for the period indicated:

    and C is your CFHD rate as determined by CBI 205.453(5).

    3. When does PPLD take effect?

    Although payments will not be issued until October 2023, the Provisional Post-Living Differential (PPLD) took effect concurrently with the new Canadian Forces Housing Differential (CFHD) on July 1, 2023, and it can be found here.

    As the policy is designed for transition, PPLD will be in effect from July 1, 2023 to June 30, 2026 and will cease after that time.

    4. To be clear, if I’m entitled to both, I receive CFHD and PPLD concurrently?

    Correct. If you meet the criteria for Provisional Post-Living Differential (PPLD) as well as Canadian Forces Housing Differential (CFHD), you may receive both. On July 1, 2026, PPLD payments will cease altogether for all CAF members. Depending on your individual calculations, you may receive PPLD for the entire transition period (i.e.  from July 1, 2023 to June 30, 2026), part of that transition period, or no PPLD at all.

    5. Do my PPLD payments start immediately on 1 July 2023 along with my CFHD payments?

    Over the last few months, we have been working hard to upgrade the pay system in order to deliver both the CFHD benefit as well as the recently announced Economic Increase and to automate the R&Q remittance while also ensuring the ongoing maintenance of the systems.

    The goal is to have the PPLD payment program in place as soon as possible; early indications are that we will be able to deliver PPLD by your October pay. Once PPLD is in place you will see the back pay to July 1, 2023.

    6. What are the criteria to qualify for PPLD?

    PPLD is applicable to all Regular and Reserve Force members who met the entitlement conditions of either CBI 205.45 (PLD) or CBI 205.452 (TPLD) on June 30, 2023, and who will see a decrease in their allowance value when transitioning from PLD/TPLD to CFHD on July 1, 2023.

    You will not receive PPLD if your CFHD amount (effective July 1, 2023) exceeds 75% of your PLD/TPLD amount as of June 30, 2023.

    7. Is PPLD part of the CAF’s Reconstitution Directive? 

    Like CFHD, although not a direct result of the CAF’s current reconstitution efforts, PPLD policy aligns with reconstitution initiatives to support CAF members in a deliberate and issues-focused manner. We recognise that the economic losses felt by some CAF members due to the transition from the PLD to CFHD will have varying impacts across the community. The PPLD takes this into consideration and is designed to make the transition as seamless as possible for CAF members and their families.

    8. Is PPLD a taxable benefit?

    Yes, like PLD, TPLD and CFHD, PPLD is a taxable benefit.

    9. Is my PPLD payment impacted if I live with other CAF members?

    Your monthly PPLD payment is influenced by whether you live with another CAF member(s) insofar as your CFHD payments are influenced by living with other CAF member(s), as the latter constitutes part of the formula (defined at question 2) to calculate your PPLD value.

    10. Is there an example of what a combination of CFHD and PPLD payments looks like?

    It is difficult to provide precise examples of how CFHD and PPLD calculations combine for CAF members during the entire period of July 2023 to July 2026, as CAF members’ circumstances are unique and also uniquely change from one year to the next (examples: promotion, pay-incentive level change, change in living status with other CAF member(s)).

     The below table provides a few snapshot examples of combined CFHD and PPLD payments.

    Example 1. A CAF member residing with no other CAF members, previously receiving PLD

    Place of Duty: Toronto, ON

    Fiscal Year: 2023/2024

    Former PLD rate for Toronto Area 1: $1485.00

     

    CFHD PAYMENT:

    Member 1: CFHD Pay Level 04, CFHD monthly amount = $800.00

    Entitled to 100% of monthly amount = $800.00

     

    PPLD monthly payment for FY 2023/2024 = (A*0.75) – C

    A is the monthly PLD or TPLD rate you were receiving on June 30, 2023;

    C is your CFHD rate as determined by CBI 205.453(5).

     

    PPLD PAYMENT:

    ($1485.00 x 0.75) – ($800.00) = $313.75

    Combined monthly entitlement calculation:

    CFHD + PPLD = $800.00 + $313.75 = $1113.75

    Example 2. Two CAF members residing together, previously receiving PLD

    Place of Duty: Victoria/Esquimalt, BC

    Fiscal Year: 2024/2025

    Former PLD rate: $612.00 (Service Couple)

     

    REDUCED CFHD PAYMENTS (two members, both entitled to CFHD, different pay):

    Member 1 - CFHD Pay Level - 9, CFHD monthly amount = $500.00

    Entitled to 50% of monthly amount = $250.00

    Member 2 - CFHD Pay Level - 11, CFHD monthly amount = $400.00

    Entitled to 50% of monthly amount = $200.00

     

    PPLD monthly payment for FY 2024/2025 = (A*0.50) – C

    A is the monthly PLD or TPLD rate you were receiving on June 30, 2023;

    C is your CFHD rate as determined by CBI 205.453(5).

     

    PPLD PAYMENTS:

    Member 1 –

    (($612.00 x 0.50) – ($250.00) = $56.00

    Member 2 –

    ($612.00 x 0.50) – ($200.00) = $106.00

     

    Combined monthly entitlement calculations:

    Member 1 –

    CFHD + PPLD = $250.00 + $56.00 = $306.00

     Member 2 –

    CFHD + PPLD = $200.00+ $106.00 = $306.00

    Example 3. Two members, one entitled to CFHD payment > 0, different pay, one previously receiving TPLD:

    Place of Duty: Ottawa, ON

    Fiscal Year: 2025/2026

    Former TPLD rate for Member 1: $196.00

    Former PLD rate for Member 2: $0.00

     

    CFHD PAYMENT:

    Member 1 – CFHD Pay Level 14, CFHD monthly amount = $0.00

    Entitled to 50% of monthly amount = $0.00

    Member 2 – CFHD Pay Level 1, CFHD monthly amount = $1500.00

    Entitled to 50% of month amount = $750.00

     

    PPLD monthly payment for FY 2025/2026 = (A*0.25) – C

    A is the monthly PLD or TPLD rate you were receiving on June 30, 2023;

    C is your CFHD rate as determined by CBI 205.453(5).

     

    PPLD PAYMENTS:

    Member 1 –

    (($196.00 x 0.25) – ($0.00) = $49.00

    Member 2 –

    ($0.00 x 0.25) – ($750.00) = $-750.00 ($0.00)

     

    Combined monthly entitlement calculations:

    Member 1 –

    CFHD + PPLD = $0.00 + $49.00 = $49.00

     Member 2 –

    CFHD + PPLD = $750.00+ $0.00 = $750.00

    11. For how long will PPLD be in effect, and what are the circumstances where my eligibility for PPLD ceases before the policy itself ends?

    PPLD will be in effect until June 30, 2026, after which time no CAF members will continue to receive it. 

    Your individually determined PPLD will cease prior to that time if you are posted to a new place of duty after June 30, 2023 or if the outcome of the PPLD formula (at question 2) is a negative number.

    To further clarify when a member is posted to a new place of duty and are approved Imposed Restriction (IR), their entitlement continues in the same manner as with PLD/TPLD.

    12. How do I initiate my application for PPLD? 

    To ease the transitional process for members, applications are not required to initiate PPLD, and the process will be conducted automatically. Members are required to apply for CFHD, using DND 4899 (only available on DWAN) to ensure they receive the latter benefit, and to ensure their applicable PPLD rate is accurate.

    13. What is the process to cease my PPLD?

    The cessation process of your PPLD will follow the same procedure as the former PLD process employed prior to June 30, 2023.  If you are unsure of the process, please consult your orderly room.

    14. If I reside in a Residential Housing Unit (RHU), am I eligible for PPLD?

    Yes, whether you live in military housing or not, your PPLD calculation is determined by the formula as defined at question 2. As a member living in RHU are not entitled to CFHD, in most cases they will be entitled to the full PPLD amount.

    15. Is this entitlement only for Regular Force CAF members?

    No, like PLD and CFHD, PPLD also applies to any Reserve Force members who meet the requisite criteria. In this case, if they were previously in receipt of PLD/TPLD on June 30, 2023, they are now eligible for PPLD.
