11-10 Annex F - Amalgamation or Disbandment of a Cadet Corps
Cadet Administrative and Training Orders (CATOs)
Purpose
1. This annex establishes the policy and procedures relating to the disbandment or amalgamation of a cadet corps in accordance with QR (Cadets) 2.40.
Authority
2. D Cdts, after consultation with the national office of the appropriate League, is responsible for approving or disapproving the disbandment of a cadet corps. Notwithstanding League recommendations, D Cdts may direct that a cadet corps be disbanded or kept open.
Conditions
3. A cadet corps may be disbanded when it becomes ineffective, inactive, or does not maintain the minimum authorized strength of cadets or cadet instructors. Other factors that may have a bearing on the decision to disband a cadet corps are lack of accommodation and community apathy. Before considering disbandment, the viability of a cadet corps shall be determined as per Annex E of this CATO.
4. The CO RCSU will advise D Cdts of his or her opinion as to whether a cadet corps should either be disbanded or amalgamated when:
- a recommendation is received from the Division or Provincial Committee of the appropriate League; or
- a review conducted in accordance with Annex E of this CATO determines that, in the best interests of the cadet movement, it is not viable to retain the cadet corps as an independent corps.
Procedures
5. The CO RCSU will forward to D Cdts a copy of the recommendations concerning the proposed disbandment or amalgamation received from the local sponsor, the affiliated unit and the Division or Provincial Committee of the appropriate League.
6. Upon receipt of a recommendation from a CO RCSU for disbandment or amalgamation of a cadet corps, D Cdts will obtain comments from the national office of the appropriate League before he/she approves or disapproves the disbandment or the amalgamation.
National Notification
7. If the decision to disband or amalgamate is made, D Cdts will inform the CO RCSU and the national office of the appropriate League of his/her decision.
Regional Notification
8. Once notification has been received from D Cdts, the CO RCSU shall advise the cadet unit and the affiliated unit of D Cdts’ decision.
Disbandment Procedures
9. If D Cdts approves the disbandment of a cadet corps the following procedures are to be followed:
- D Cdts will notify the CO RCSU by message authorizing disbandment action to commence with the Support Unit/Base. The Support Unit/Base Supply Officer, Detachment Commander, national office of the appropriate League and the affiliated unit shall be added as information addressees on this message. Message to contain statement that “D Cdts is to be notified when the Distribution Account (DA) is closed”;
- the CO RCSU shall ensure that all accounts of the cadet corps are cleared with the support unit/base and that all release or transfer documentation concerning cadet instructors is completed and will notify D Cdts when this is completed; and
- D Cdts will notify the CO RCSU and NDHQ/DDM by message of the effective date that the cadet corps has been disbanded, including the Support Unit/Base Supply Officer, Detachment Commander and the national office of the appropriate League as information addressees on this same message.
