13-29 Annex B - ​Administrative Procedures – Self-Destructive Thoughts/Behaviour, Attempted Suicide or Suicide

Cadet Administrative and Training Orders (CATOs)


General

1. This annex serves as an administrative guide for situations where a cadet, a volunteer or an adult supervisor displays self-destructive thoughts/behaviour, attempts suicide or commits suicide during activities defined as cadet duty.

2. The steps outlined in appendix 1 to 3 shall be followed.

Definitions

3. For the purpose of this order, the situations are defined as follows:

  1. self-destructive thoughts/behaviour: a person expresses or exhibits thoughts, ideas or behaviour that are self-destructive;
  2. attempted suicide: attempt at suicide which does not result in death; and
  3. suicide: self-destructive behaviour resulting in death.

Administrative Procedures

4. Procedures to follow in case of self-destructive thoughts/behaviour during activities defined as cadet duty are outlined in Appendix 1.

5. Procedures to follow in case of attempted suicide during activities defined as cadet duty are outlined in Appendix 2.

6. Procedures to follow in case of suicide during activities defined as cadet duty are outlined in Appendix 3.

7. In each of the situations described in appendix 1 to 3, Detachment/Region shall be notified of the situation within 24 hours in the case of a suicide or attempted suicide or within 3 days in the case of self-destructive thoughts/behaviour.

8. In case of attempted suicide or suicide during activities defined as cadet duty, the region will have to submit a Significant Incident Report (SIR) in accordance with CATO 12-26.

9. Appendix 4 allows the opportunity to draw up a list of intervention and prevention resources available in the community.  This info may be of great assistance when facing this type of situation.

10 If a cadet, a volunteer or an adult supervisor reports attempted suicide outside of activities defined as cadet duty, the CO/OIC shall contact the appropriate intervention resource that can take charge of the distressed individual.
