Director Anti-Racism Implementation
What we do
Director Anti-Racism Implementation (DARI) examines racism and discrimination within the Defence Team, and identifies and supports measures to increase the representation and advancement of Indigenous, Black and racialized Defence Team members throughout the organization.
Formerly known as the Anti-racism Secretariat, DARI is part of the Chief Professional Conduct and Culture (CPCC) organization, which is leading efforts to ensure the Department of National Defence (DND) and Canadian Armed Forces (CAF) is a safe and inclusive workplace. As part of this work, DND/CAF is taking deliberate and coordinated actions at all levels of the organization to eliminate racism, discrimination, biases, harmful stereotypes, and systemic barriers.
DARI is working collaboratively government-wide to dismantle systemic barriers. This includes developing practical tools and sharing information to raise awareness about racial discrimination and enhance racial equity in the workplace. DARI is also listening to grassroots input from Defence Team Advisory Groups and other stakeholders to inform leaders and decision-makers about the best way forward.

DARI is committed to:
- Identifying systemic racism and its impact on Defence Team members who are Indigenous, Black, and other racialized peoples;
- Co-creating through collaboration with functional authorities and stakeholders to define how we advance the dismantling of systemic barriers;
- Supporting organizational culture evolution by elevating the Defence Team members’ awareness and understanding of racial equity issues through strategic communication tactics, resources, training and tools; and
- Addressing gaps and challenges by collecting and analyzing disaggregated data, and employing a rigorous performance management framework specific to anti-racism.
Specific tasks
DARI enables the enhancement of professional conduct and culture evolution by:
- Enhancing the capacity at the leadership and team level to respond to the mandate to build a diverse, equitable, inclusive, and harassment-free workplace;
- Confronting systemic barriers that discriminate against Indigenous, Black, and other racialized members of the Defence Team;
- Developing tools, training materials, and resources to help identify and challenge racial discrimination and hateful conduct;
- Enhancing tracking, monitoring, evaluation, and reporting mechanisms for anti-racism initiatives; and
- Contributing to institutional efforts to develop a professional conduct and culture framework that holistically tackles all types of discrimination, harmful behaviour, biases and system barriers.
DARI actively engages on issues related to racism and discrimination by:
- Providing direct support to the Minister’s Advisory Panel on Systemic Racism and Discrimination as it connects with stakeholders, analyse data, and consider recommendations;
- Identifying systemic barriers that lead to racism and proposing solutions within the Defence Team;
- Supporting an enhanced governance within the Employment Equity, Diversity and Inclusion domains by working with Functional Authorities, Senior Levels of the Defence Team, Champions, Defence Advisory Groups and Networks; and
- Promoting culture change and raising awareness through various facilitated conversations across the Defence Team on anti-racism.
The team works with senior leaders and key stakeholders who are the driving force behind these efforts, including Defence Advisory Groups, various networks and interdepartmental committees and Champions.
DARI also engages with anti-racism secretariats across the federal government to ensure a uniform approach to its work.
