- 201700017- Benefits Delivery Modernization
Description:
- Benefits Delivery Modernization (BDM) aims to put in place processes and technology that will enable the department to provide a smooth client experience to Canadians. The programme will facilitate access to Employment Insurance, Canada Pension Plan and Old Age Security benefits.
- BDM represents the longer view and value-added component of the department’s service transformation approach. It focuses on improving client service through restructured business processes and implementation of modern commercial applications.
Project outcomes:
- The BDM includes investments in business process restructuring, technology suite renewal and policy simplification. This should help deliver on commitments to streamline applications and reduce wait times. This should also improve the department’s ability to meet service standards. It would improve operational efficiency and increase the department’s agility, enabling it to be more responsive to the changing needs of Canadians.

- Procurement for the design and implementation of the BDM solution; seeking authority to extend the definition phase of the programme and move to next phase
Progress report and explanation of variances:
- BDM is currently in the programme definition phase. Programme definition focuses on preparing implementation. It includes:
- further defining requirements
- conducting further consultations with clients and employees
- developing detailed strategies for managing data and for client service
- identifying technical interfaces
- documenting and simplifying business rules
- The programme definition phase will be completed with the support of a Transformation Programme Office. This office will gather private sector expert. It will allow the department to benefit from industry tools, methodology, and expertise.
