Full-time Member (Vice Chairperson) – Sylvie M.D. Guilbert
Sylvie M.D. Guilbert has served as a full-time Vice Chairperson of the Canadian Industrial Relations Board (CIRB) since 2019.
She has also been the Executive Director and General Counsel for the CIRB Secretariat since 2014. Ms. Guilbert is a fluently bilingual barrister and solicitor with extensive experience in private practice, as well as a tribunal executive and professor of law. She has appeared before various tribunals and courts, and advises senior officials and decision-makers on workplace issues including human rights, labour-management relations, collective bargaining, and alternate dispute resolution mechanisms in both the federal private and public sectors, as well as internationally.
She holds a Bachelor of Social Sciences (Political Science and History) and a Bachelor of Law from the University of Ottawa, and a Master of Law from the University of Cambridge in the United Kingdom. Ms. Guilbert is a member of the Law Society of Ontario and former member of the Law Society of British Columbia.
Ms. Guilbert has been reappointed for a term of 5 years effective July 2, 2024.
Full-time Member (Vice Chairperson) – Roland A. Hackl
Roland A. Hackl has been a full-time Vice Chairperson of the Canadian Industrial Relations Board (CIRB) since 2019.
Mr. Hackl is a graduate of the Labour College of Canada, with proficiencies including Sociology, Economics, and Labour Law. He served the Teamsters Canada Rail Conference (TCRC) from 2011 to 2019, including as vice-president from 2015 to 2019, and was involved in collective bargaining, interest arbitration and representing the TCRC and its members at virtually all levels of federal and provincial courts and tribunals, including the CIRB. Prior to his full-time service with the TCRC, Mr. Hackl worked as a conductor, brakeman, and locomotive engineer for Canadian National Railway.
Mr. Hackl has been reappointed for a term of 5 years effective July 2, 2024.
Full-time Member (Employee) – Daniel Thimineur
Daniel Thimineur has been a full-time member representing employees on the Canadian Industrial Relations Board since 2018.
Prior to his appointment to the Board, Mr. Thimineur, who has been a lawyer since 1987, represented injured workers in hearings before various provincial and federal administrative tribunals as well as judiciary tribunals. He worked for the Teamsters union since 1989, including in the role of director of the legal department of the Teamsters Joint Council 91 since 1993. As a member of both the Teamsters-Québec Training Committee and the Occupational Health and Safety Training Committee of the Barreau du Québec, he has experience participating in corporate health and safety committees as legal counsel.
Mr. Thimineur has been reappointed for a term of 3 years effective May 11, 2024
Full-time Member (Employee) – Lisa Addario
Lisa Addario has been a full-time member of the Canada Industrial Relations Board (CIRB) since 2017.
Before her appointment to the Board, Ms. Addario worked as a researcher for the federal government and served as a provincial adjudicator on appeals of employment standards decisions. From 2013 to 2017, she was a senior legal counsel and manager with the Public Service Alliance of Canada (PSAC), a union representing 170,000 members. In this role, she provided legal advice and representation on issues related to health and safety, human rights, pensions, and disability insurance.
In 2013, Ms. Addario was recognized as a member expert by the International Labour Organization on labour administration, and in 2016, she received the Canadian Bar Association’s Touchstone Award of excellence in advancing equality litigation. Additionally, she is a faculty member with the Human Rights Certificate Program at Osgoode Hall Law School, where she presents lectures.
Ms. Addario has been reappointed for a term of 3 years effective June 24, 2024.
