Step 1. Overview
To support the development and implementation of the Multilateral Early Learning and Child Care Framework and the Indigenous Early Learning and Child Care Framework, the Government of Canada is creating an Expert Panel on Early Learning and Child Care. This Expert Panel will complement other engagement activities in support of the development of the data and research strategy.
A public call for nominations is now open to interested individuals who have experience with early learning and child care to apply for the Ministerial Expert Panel on Early Learning and Child Care (hereafter the Panel or Expert Panel).
The Panel will be composed of leaders, practitioners, and experts in early learning and child care from areas such as, academia, service delivery, leaders and social actors, as well as international experts and researchers on early learning and child care. It will also include people who have experience with early learning and child care and individuals representing diverse groups, including parents, Indigenous partners and racialized communities.
About the Expert Panel
Following the completion of the selection process, the Government will announce the final membership of the Expert Panel in Spring 2019.
The Expert Panel on Early Learning and Child Care Data and Research will be a forum for information sharing and independent discussion on early learning and child care. Its members will act as a sounding board and will provide advice to the Minister on early learning and child care-related issues.
The Expert Panel will include members who have knowledge of, and experience within, early learning and child care from the following four areas: academia, service delivery, leaders and social actors and international expertise on early learning and child care.
The Expert Panel members will also be representative of Canada’s diversity in terms of gender, ethnicity, regions, Indigenous groups, racialized communities and official languages.
The Expert Panel will operate for a 24-month period. Members must be available and willing to participate over the entire period of the Expert Panel’s work.

The Multilateral Early Learning and Child Care Framework, announced on June 12, 2017, sets the foundation for Canadian governments to work towards a shared long term vision where all children across Canada can experience the enriching environment of quality early learning and child care. Governments have committed to increase the quality, accessibility, affordability, flexibility, and inclusivity of early learning and child care, with consideration for families that need child care the most.

About the Indigenous Multilateral Early Learning and Child Care Framework
The Indigenous Early Learning and Child Care Framework, announced on September 17, 2018, establishes overarching principles and sets a vision for happy and safe Indigenous children and families, strong cultural identity, and a comprehensive and coordinated system that is anchored in self-determination, centred on children and grounded in culture.
