Step 2. Eligibility

Individuals with experience in early learning and child care (including those representing Indigenous groups and racialized communities) from areas such as academia, service delivery, leaders and social actors, and/or international expertise who are interested in becoming a member of the Expert Panel on Early Learning and Child Care can submit their application by filling out a Nomination Questionnaire.

In order to be considered, applicants must have knowledge of, and experience with, early learning and child care in one of the areas listed below.

Selection criteria:

Applicants will be assessed on the basis of the below selection criteria.

In order to be considered, applicants must have knowledge of, and experience with, early learning and child care in one of the following areas:

  • Academia
  • Service delivery (for example, service providers, early learning and child care workforce, parents)
  • Leaders and Social Actors (for example, foundations, representatives from Indigenous groups, etc.)
  • International expertise (for example, international academics or researchers on early learning and child care)

Individuals submitting a Nomination Questionnaire through this process must be a Canadian citizen, a permanent resident, or a protected person as per the Immigration and Refugee Protection Act, with the exception of applicants with international expertise.

Individuals submitting a Nomination Questionnaire through this process must be 18 years of age or older as of January 1, 2018.

Applicants will also be assessed on the following General selection criteria and area-specific selection criteria:

General selection criteria:

  • Ability to participate in discussions about policy options, programs, and services.
  • Ability to work with partners, clients, or stakeholders to build consensus and/or deliver on a shared product or project.
  • Availability and willingness to participate as an Expert Panel member for a 24-month period.

Other consideration

  • Experience working with Indigenous and racialized groups or representing diverse groups is considered an asset.

Area-specific selection criteria

Area 1 – Academia

Knowledge and expertise related to understanding the determinants related to early learning and child care, statistical indicators related to measuring early learning and child care, knowledge and data gaps in early learning and child care research, or government actions supporting early learning and child care.

Canadian citizenship or status as a permanent resident or protected person within the meaning of the Immigration and Refugee Protection Act.

Area 2 – Service Delivery

Knowledge of and experience with the social, economic, health, and legal determinants related to: early learning and child care or supporting families and caregivers. For example, experience in the administration or delivery of programs or services to improve the quality of early learning and child care. This can include community-based programs or services.

Canadian citizenship or status as a permanent resident or protected person within the meaning of the Immigration and Refugee Protection Act.

Area 3 – Leaders and Social Actors

Experience in developing or leading community or charitable events related to early learning and child care, or conducting community outreach helping to improve early learning and child care.

Canadian citizenship or status as a permanent resident or protected person within the meaning of the Immigration and Refugee Protection Act.

Area 4 – International Expertise

Knowledge of and expertise in: the determinants of early learning and child care in the international context, international statistical indicators measuring early learning and child care, or international government actions supporting families and children, while demonstrating knowledge of the Canadian context.

Knowledge and expertise on international research related to early learning and child care, or delivery models related to early learning and child care.

Canadian citizenship or status as a permanent resident or protected person within the meaning of the Immigration and Refugee Protection Act.

Diversity

To assist us in achieving our goal of diversity in the Expert Panel member representation, questions about your field of expertise, sector of affiliation, area of residence, and demographic profile will also be asked. We welcome and encourage applications from a broad cross-section of experts, practitioners, leaders from the not-for-profit and private sectors, as well as members of various groups including: women, Indigenous peoples, persons with disabilities, and members of racialized communities. Since the Government of Canada will consider diversity in assessing candidates, preference may be given to candidates from one or more of the above-mentioned groups.
