Eligibility
Applicants
Your organization must be one of the following:
- not-for-profit organizations
- for-profit organizations with up to 99 full-time equivalent employees
- municipal governments
- Indigenous organizations
- territorial governments
- organizations that provide transitional, temporary or emergency housing
- Early Learning and Child Care centres (ELCC). ELCC centres situated in or on public school property will be required to demonstrate that the proposed project activity is exclusively for the use of the child care centre/program
- Indigenous ELCCs, ESDC recognizes that not all Indigenous ELCC centres (including those on reserves, operating in Inuit communities, or operated by Self-Governing First Nations or Modern Treaty Holders) are issued a registration or licensing number
Ineligible applicants
Your organization is ineligible if it is one of the following:
- federal and provincial governments
- public schools (primary and secondary), including organizations submitting proposals for projects that would take place on publicly funded school property with the exception of registered and/or licensed Early Learning and Child Care (ELCC) centres located on public school property and when the proposed activity is solely for the use of the childcare centre/program
- public health care facilities, including projects that take place on public health care property
- home-based childcare centres
- crown corporations and entities that are controlled by the federal or a provincial government or on land owned by the federal or a provincial government
- long-term care facilities not specifically serving persons with disabilities
- residential housing organizations such as condo boards and co-op boards - this does not include transitional housing for persons with disabilities or for activities in the common spaces of housing exclusive to persons with disabilities
Project activities
Successful projects under this CFP will provide funding to eligible organizations that will contribute to increasing access to programs, services and support targeted for persons with disabilities by improving accessibility barriers and/or safety concerns in Canadian communities and workplaces through:
- renovation, construction, and retrofit activities
- the purchase of accessible equipment/devices
- the provision of Information and Communication Technologies (ICT) and systems so long as they meet the following criteria:
- the project/activities enable access to programming and/or services for multiple persons with disabilities (i.e., cannot be for a single user)
- the project/activities enable persons with disabilities to maintain or gain employment so long as the accessibility features are not specific or personalized for one individual and are thereby transferrable to other persons with disabilities
The items funded under EAF remain the property of the funding recipient and are not transferrable to the user on a permanent basis.
Projects must be ready to start as early as Fall 2024 and must be completed within a 2-year timeframe.
Please note that the Department will not pay or reimburse funding for any activities that take place before you have a signed agreement with ESDC.
Ineligible projects/activities include, but are not limited to
- Retrofit of motor vehicles
- Construction, renovation or retrofit activities that aim to decorate or improve the esthetics of a building or its surroundings, or
- Construction, renovation or retrofit activities for personal use
Determining cost based on project activities category
Costs for all project activities (flat rate and non-flat rate activities) must be entered into the EAF small projects calculator. Every applicant must fill this out. You must enter the total amount of requested funding from the EAF small projects calculator when prompted in the application in the online portal.
It is important to note that unexpected costs are frequent in construction projects. It is recommended that you have a contingency budget of approximately 20% of the total project cost to offset any additional costs that may arise. Contingency is not an eligible project cost for EAF funding.
In the EAF small projects calculator, project activities can fall under 1 of the 2 categories (or a combination of the 2):
1. Projects with flat rate activities
The flat rate costing estimates the amount of funding you could receive by entering your project information and specifications into the EAF small projects calculator. This replaces the need for you to provide external quotes or detailed project plans for these types of activities. The flat rate costing includes the following project activities:
- ramps
- accessible doors
- accessible washrooms
- elevators
- accessible lifts
- pool lifts
- multi-sensory rooms and stations
- accessible playgrounds
- accessible parking
- accessible drop-off areas
- accessible electric vehicle charging stations
The flat rate costing estimates the amount of funding you could receive by entering your project information into the EAF Small projects calculator. This replaces the need for you to provide external quotes or detailed project plans for these types of activities.

2. Projects with non-flat rate activities
All accessibility activities, other than the 11 flat rate activities listed above. These could include, but are not limited to:
- installing an accessible kitchen
- constructing a raised accessible garden bed
- installing accessible safety alarm systems (refer to the guidance on the EAF webpage)
- replacing the carpet from the corridors with slip resistance flooring
- purchasing software or peripheral hardware including
- screen readers
- symbolic software
- voice recognition software and speech synthesizers for employees with hearing or visual impairments
- enhancing lighting, to accommodate people with low vision
- replacing doorknobs that are difficult to grasp with accessible handles
- implementing wayfinding through appropriate signage, tactile cues, and painting with contrasting colors
- building continuous accessible pedestrian pathways between outdoor amenities and recreation area. To be accessible, the routes must have:
- proper grading
- include signage directing people through the walkways
- ramps when necessary
- providing information and communication technologies such as:
- interactive speech capability software on a computer used by patrons in a professional training centre
One quote from a certified or professional contractor is required for all non-flat rate project activities.
3. Projects with flat rate activities and non-flat rate activities
You must request funding for flat rate activities and non-flat rate activities in the same application by using the EAF small projects calculator.
You are responsible for ensuring your project meets the most recent national and/or local building codes. It is strongly encouraged that you consult the Canadian Standard Association's "Accessible Design for the Built Environment" in the planning stages of your project and where necessary, this document should be shared with your contractor so they have the information to meet the standards of accessible design.
Leveraging requirement
The leveraging requirement is dependent on the organization type and is either 0% for exempt organizations or 25% of the funding request for all other applicants. All leveraging is in the form of cash only and proof of leveraging will only be required at time of signing an agreement.
Exempt - No leveraging required (0%)
- Organizations located in the Territories (Yukon, Northwest Territories and Nunavut)
- Indigenous organizations: for the purpose of this CFP, includes organizations who specifically represent and specifically serve those who self-identify as a First Nations, Inuit, Métis Nation citizens, or non-affiliated Indigenous persons
- Rural and remote organizations: based on the organization's project location in Region 4 or 5 based on the searchable EAF Region tool)
- Shelters providing services for persons who are experiencing homelessness and/or violence
- Food banks and emergency meal service organizations
- Charities that offer second hand clothing (e.g., clothing banks, the snowsuit fund)

All other eligible organizations not listed above - all leveraging is in the form of cash only and proof of leveraging will only be required only at time of signing an agreement
How the Department screens your application
ESDC will not contact applicants to provide missing information. Funding decisions will be made based on the information provided by the organization in the application and supporting documents.
ESDC will screen applications, using a first-come, first-served approach. ESDC will prioritize projects that help improve accessibility and safety for persons with disabilities in:
- facilities that deliver at least one of the following fundamental services to address poverty:
- Housing security: shelters for persons experiencing homelessness and/or violence
- Food security: food banks and emergency meal services
- Clothing security: charities that offer second hand clothing (e.g., clothing banks, the snowsuit fund)
- Indigenous community projects that will improve accessibility and safety for Indigenous persons with disabilities
- of note, priority may also be given to applications based on geographic distribution, community needs and other emerging priorities that support the objective of the EAF
- organizations that received funding from the 2022 small projects CFP will be considered after those that did not receive funding through the 2022 small project process
Screening for eligibility
Screening for eligibility is based on whether the:
- application is received by the deadline
- application is complete
- organization is eligible
- project is eligible
ESDC will screen your project using the following criteria:
Project description
Your application must:
- describe the need for your project, including the current barriers to accessibility and safety for persons with disabilities in your workplace or community space
- explain the support you have for your project in your community
Project impact
Your application must explain how your project will increase or contribute to the overall accessibility and safety for persons with disabilities.
Your application must explain how your project will allow persons with disabilities to participate in and contribute to their workplace or community.
Project costs
Flat rate projects cost: ESDC applies flat rate costs based on the specifications of your construction. The flat rate costing estimates the amount of funding you could receive by entering information into the EAF small projects calculator. This replaces the need for you to provide external quotes or detailed project plans for these types of activities.
Non-flat rate projects cost: 1 quote from a certified or professional contractor is required that outlines the costs for the non-flat rate project activities. If a quote is not possible, a rationale is required explaining why the quote could not be obtained. Details on how you arrived at this estimated cost must be provided. They need to be reasonable and detailed and support the project activities.
Organization’s capacity
Your application shows that your organization has the capacity to successfully manage the project.
Things that may impact your eligibility
- Your past performance or issues of default in projects with ESDC may impact the eligibility of your application
- When determining the eligibility of your application, ESDC may review information in the public domain including, but not limited to, materials on your website and media articles
