Description of the funding

We are taking action to address systemic discrimination.

As one step toward the goal of addressing systemic discrimination, we are launching a call for proposals to establish a National Institute for People of African Descent.

This institute will:

  • inform and influence policy and program development at all orders of government from a Black-centric perspective
  • do applied research, knowledge development, information sharing, stakeholder engagement and network-building
  • serve to improve social and economic outcomes Canada’s people of African descent, and their communities

Eligible organizations can apply for up to $7,250,000.

We will fund the project until March 31, 2024.

We will select 1 organization that will establish and put this institute into operation.

Proposals will need to align with the Caribbean African Canadian Social Services (CAFCAN’s) feasibility report of a Canadian Institute for People of African Descent. Please contact us by email at EDSC.ACNC-SBCC.ESDC@canada.gc.ca to get a copy in the language of your choice.

Eligible organizations can only submit 1 application.  If you submit more than 1 application, we will only review the first one.

Objective

This call for proposals will provide funding to a high capacity organization that will:

  • expand their service offering to establish and put into operation an institute to:
    • engage Black Canadian communities and leaders
    • influence policy and program development from a Black-centric perspective
    • inform all orders of government on policy and programming  
  • ensure the institute will be financially sustainable at the end of this funding period (March 31, 2024)

Eligibility

To apply, you must meet all the following eligibility criteria.

Eligible applicants

Your organization must:

  • be located in Canada
  • indicate that it is both:
    • Black-led: a minimum of two-thirds of the leadership positions, at all levels of your organization’s management and governance, are held by people who self-identify as Black, and
    • Black-serving: have a mandate to serve Black Canadian communities
  • have 1 of the following:
    • proof of a Canada Revenue Agency (CRA) business number
    • CRA registration number
    • proof of provincial incorporation or registration
  • Black-led  not-for-profit (including charities and other qualified donees)

Note to organizations located and operating in Quebec

If we accept your application for funding, you may need to get approval from the Quebec government before you can accept our funding.

Eligible projects

Your project must meet all of the following criteria:

  • all activities to establish the institute must end by March 31, 2024. We are only funding the project until March 2024
  • request no more than $7.25 million
  • meet the objective of this funding process
  • activities must take place in Canada

For us to consider your application complete, you must meet all of the eligibility criteria above and provide the following:

  • submit your application before 3 pm, Eastern daylight time, October 6, 2021
  • submit a complete application package including the following 5 items:
    1. completed form with all mandatory information
    2. completed attestation (part 4 of the application form)
    3. completed budget detail template
    4. a document that includes the address of your organization and 1 of the following:
      • Canada Revenue Agency (CRA) business number
      • Registration number
      • proof of provincial incorporation or registration
    5. formal partnership agreement for any formal partner organizations supporting the project

Note: We will only consider 1 application per organization. It is important to submit a complete application. Make sure you have all the documents, as listed above, before you apply.

How we assess your application

Read and follow the applicant guide to help you complete your application form. This guide gives you details on how to fill in each question in the form.

We will review your application in 4 steps:

  1. screen for eligibility against the mandatory eligibility criteria
  2. assess the proposed project against the project assessment criteria
  3. assess the priorities to select an organization
  4. assess best fit for Black Canadian communities only if your application scores 70% or higher:
    • in assessing best fit, we will consider input from external reference groups, stakeholders, and other federal departments, and
    • we may reach out to you for more information regarding best fit

Note:  If your application is incomplete, we may reject it. If we reach out for missing information you will have 15 business days to submit it. If your application is not complete by that time, we will reject it from the process.

Screening for eligibility

We will assess your project only if you meet all of the following eligibility criteria and you provide all necessary documentation:

  • you submit your application by the deadline
  • your organization is eligible:
    • it is not-for-profit (questions 3, 4 and 5 in the applicant guide)
    • it is located in Canada (questions 7, 8 and 9 in the applicant guide)
    • you respond  “yes” to both of the eligibility questions on whether your organization is Black-led and serves Black Canadian communities (question 22 in the applicant guide)
  • your application is complete, including:
    • all mandatory information
    • completed budget detail template and part 3 of the application form
    • completed attestation (part 4 of the application form)
    • formal partnership agreement if you need a formal partnership:
      • you only need a formal partnership agreement if you do not meet one or more of the capacity criteria
      • you may also choose to have a formal partnership to address our priorities for this process
  • your project activities are eligible

Project assessment

If your project is eligible, we will assess it as follows:

1. Project objectives (refer to question 55 of the applicant guide)

Show how your project will achieve the following objectives:

  • expand their service offering to establish and operate an institute to:
    • engage Black Canadian communities and leaders
    • influence policy and program development from a Black-centric perspective
    • inform all orders of government
  • ensure the established institute will be financially sustainable at the end of this funding period

2. Organization’s capacity (refer to question 49 of the applicant guide)

Note: If your organization does not meet the criteria for capacity, you may formally partner with another organization (of any type) with this capacity. You must demonstrate this in your application by including a formal partnership agreement.

Demonstrate your significant and relevant experience in:

  • doing applied research, knowledge development, information sharing, stakeholder engagement and network building, or have a formalized partnership with an organization that has this capacity
  • planning, convening, and establishing; research councils, institutions, centers, boards, other similar organizations, or have a formalized partnership with an organization that has this capacity

Significant experience:

  • provide evidence that you regularly do applied research, knowledge development, information sharing, stakeholder engagement and network building
  • provide at least 1 example of planning, convening, and establishing research councils, institutions, centers, boards or other similar organizations

Relevant experienceyour organization has done activities that are related to and aligned with these capacity criteria.

3. Project activities, timelines and feasibility (refer to question 56 of the applicant guide)

  • You must clearly describe your project activities in your application
  • Activities need to align with the project objectives. You need to show how your activities will  achieve the  project outcomes:
    • refine and implement all plans and activities required to establish, operate and sustain a National Institute for People of African Descent
    • explore, test and develop new approaches to inform and influence on issues from a Black-centric perspective, to improve the social factors of health for Black Canadians
    • improve the quality, cost, and fair access for all in the development of policy and programing to address Black Canadians and Black communities
    • convene and engage stakeholders, communities, organizations and leaders of Black Communities in Canada to support the development of policy and programs at all orders of government
    • ensure the institute is financially sustainable
  • Your application must include the following 4 plans:
    • operational business plan that has milestones for on how you will implement the institute
    • governance plan that has milestones for how you will implement and maintain the institute’s leadership
    • engagement and research plan that has milestones to support the activities of the institute in supporting policy and program development at all orders of government
    • financial sustainability plan with milestones and approach to ensure the continued operations of the institute beyond March 2024
  • Give clear and realistic timelines to complete the project activities
  • Propose activities to increase the capacity of your organization to expand its service offering to include the institute

4. Project results and impact (refer to questions 57 and 58 of the applicant guide)

Your application must describe your project’s expected results, outputs and outcomes:

  • describe how your projects activities, results and impacts align with the feasibility report. You must contact us by email at EDSC.ACNC-SBCC.ESDC@canada.gc.ca and we will send you the report
  • describe what your project will achieve and how it aligns with the objectives of this funding process
  • outcomes and outputs must be specific, concrete and measurable. It is important to set measurable results (that is, qualitative (descriptive) or quantitative (numeric)), so that you can track the success of your project
  • outline how your organization plans to collect, measure, and report on your project’s results

5. Project budget (refer to Part 3, Section B – questions 70 to 76 of the applicant guide and the budget detail template)

  • Give a short and clear explanation of how you intend to use the money
  • Show that your project costs are reasonable, detailed and support the project activities

6. Priority proposals

We will prioritize proposals that:

  • are from an organization that has been in operation for at least 3 years providing similar programs and services
  • include partnerships that support or represent the diversity and various social identities of Black Canadian communities
  • include formalized partnership(s) with 1 or more Black-led organizations, as an active partner and, or advisor
  • demonstrate their organization or partners serve multiple geographical regions within Canada, including official language minority communities

Steps to apply

Gather your supporting documents and information

Before submitting your application for funding, make sure that you have included all of the required documents in your application package. Not doing so will result in rejecting your application from this process.  A complete application package includes the following 5 items:

  1. completed application form (EMP5679):
    • your 4 plans must be attached separately
    • if you forget to attach a plan, we will not accept it after the deadline, October 6, 2021 at 3 pm, Eastern daylight time
  2. completed attestation (part 4 of the application form)
  3. completed budget detail template (EMP5570)
  4. a document that confirms your Canada Revenue Agency (CRA) business or registration number or proof of provincial incorporation or registration (document must include the address of your organization)
  5. if there are any partner organizations, you must include a formal partnership agreement for each formal partnership including the roles and responsibilities of the partner

Adobe Reader 8 or higher, for example:

  1. Make sure that you have Adobe Acrobat Reader 8 or higher, or Foxit Reader installed on your system
  2. Select the application form
  3. When prompted to open or save the form, select the down arrow on the Save button, and select Save as
  4. Select your folder location and save (file type must be PDF)
  5. Reopen the form from your computer:
    1. select the Open with option
    2. choose option to open with either Adobe Acrobat Reader or Foxit

Moving within a form

To move from one field to the next on the form, hit Tab. This ensures that you do not accidently skip over any fields.

Forms that perform calculations

Some sections of the form perform calculations based on the amounts you enter and will automatically calculate totals in the appropriate fields.

You are responsible for the completeness and accuracy of any information submitted. Please double-check all data you enter.

Be aware that these issues will impact your form
  • Not using recommended reader software. For example:
    • old versions of Adobe
    • preview reader on a Mac
  • Completing the form in a browser
  • We cannot accept links to cloud-based documents

Part 4 Attestation (mandatory)

To be considered eligible, an official representative who has the authority to submit proposals on behalf of your organization must attest that they:

  • have the authority to submit the application for funding on behalf of the applicant organization
  • certify that the information provided in the application for funding and supporting documentation is true, accurate and complete
  • have read the applicant guide and understood the program’s requirements

To do this, the official representative must:

  • check the 3 boxes of the attestation
  • provide their names, titles and the date

As this is an attestation, no signature is required.

After you’ve applied

We will review your application and decide if you will receive funding.

We expect to make funding decisions in late 2021.

You will receive a confirmation of receipt by email within 14 calendar days. We will use the email address you provided in your application.

Glossary

Black-led organizations

Minimum two-thirds of the leadership positions, at all levels of your organization’s management and governance are held by people who self-identify as Black.

Black-serving organizations

Organizations with a mandate to serve Black Canadians in Canada.

Black-centric perspective

A perspective that includes and considers the unique and lived experiences, cultural, collective impact and voices of Black lives and culture in Canada.

Financially sustainable

When the institute can cover its operating costs through its own sources of funding, without using funding from this project.

Formal partnership agreement

Is a detailed, formal written agreement, such as a Memorandum of Understanding. The agreement should outline the roles, responsibilities and contributions to the project.  For example:

  • funding
  • skills
  • knowledge
  • governance
  • service delivery

Partner organizations

Any organization that is involved in the proposed project. These partners provide extra expertise and support to the recipient and should provide a formal partnership agreement stating their commitment and role to the project. The partners are invested in the completion and/or the success of the project. Partners contribute either financially or non-financially.

These organizations may include:

  • post-secondary institutions
  • business and entrepreneur support organizations
  • innovation hubs
  • incubators or accelerators
  • organizations that support social enterprises or cooperatives
  • community stakeholders
  • other government departments (federal, provincial or municipal)
