Migratory Birds Program Privacy Impact Assessment

The objective of the Migratory Birds Program is to contribute to maintaining healthy migratory bird populations by reducing threats to populations and by conserving, protecting and enhancing priority habitats. A key program activity is to issue a range of permits to allow individuals to undertake activities that would otherwise be prohibited by the Migratory Birds Convention Act, 1994.

This privacy impact assessment (PIA) focusses on the administrative decisions around the collection of personal information related to the issuance of permits issued under the Migratory Birds Convention Act, 1994 such as avicultural permits, taxidermist permits, scientific permits, damage or danger permits, airport permits, eiderdown permits, migratory bird sanctuary permits, migratory game bird hunting permits and charity permits.

Why a privacy impact assessment was completed

Personal information collected and used in the permitting process constitutes an administrative decision which triggers the need for a PIA as per section C.2.2.9 of the TBS Directive on Privacy Practices. The purpose of this PIA is to meet new Treasury Board Secretariat requirements to ensure every Personal Information Bank (PIB) description has a corresponding PIA.

Additional information

This PIA identified one low and one medium level risk as well as three compliance issues. A mitigation plan is in place, and all risks and issues should be resolved by Fall 2026.
