In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline (ABB), to provide a count of the requirements in federal regulations that impose an administrative burden on business.
All federal regulations administered by Environment and Climate Change Canada that have requirements that impose administrative burden on business are identified below. The total 2023 count is 15,270. The total June 30, 2014, baseline count was 9,985.
During the period from July 1, 2022, to June 30, 2023, three new regulations came into force and two existing regulations contained provisions that came into force during the same period that were relevant to the ABB count.

As a result of these changes, the ABB count increased from the 2022 count of 15,093.
