Financial overview – Estimates of the Parks Canada Agency: appearance before the Standing Committee

Overview

2020-2021 Main Estimates

Q. The 2020–2021 Main Estimates for the Parks Canada Agency include a payment of approximately $10 million to the New Parks and Historic Sites Account. In 2019–2020, approximately $26.3 million was paid into this account, and in 2018–2019, $44 million. Can you explain why payments to the New Parks and Historic Sites Account vary from year to year?

A. The New Parks and Historic Sites Account is a capital account for national parks, national historic sites, national marine conservation areas or other protected heritage areas that are being established, enlarged or designated.

Amounts are deposited in the account each year based on funding approved by Parliament.

The amounts will vary from one year to another depending on the financial profile associated with the established plan.

Q. How does the Parks Canada Agency report on spending from this account?

A. Results on the establishment of new parks, national historic sites and national marine conservation areas are reported annually in the Departmental Results Report tabled in Parliament and financial information on the account is reported in the annual Parks Canada Agency’s Financial Statements.

Q. What are the objectives of this account, and how does the Agency ensure that they are met?

A. The objective of this account is to provide more certainty around the availability of funding over time for the establishment of new national parks, national historic sites and national marine conservation areas.

The establishment process can take several years and there are many factors that can impact the timing of the establishment process. In order for the Agency to be able to commit funds over a long period of time, it needs certainty that funds will be available.

Funds deposited in this account are set aside and available when required.

Q. What projects does the Agency intend to fund out of this account in the coming years?

A. Amounts which have been deposited in the Account are for the establishment of the following protected heritage areas:

Q. Parks Canada’s 2020-21 Main Estimates total approximately $1.1 billion. This represents a decrease of $543 million when compared to the 2019-20 Main Estimates.

Can you explain to the committee the reason for the decrease?

A. This decrease is primarily due to the sunsetting of a series of time-limited allocations that totalled approximately $3.6 billion that Parks Canada received over the last six years to rehabilitate a significant portion of its built asset inventory. Going forward with the 2020-21 Main Estimates funding, Parks Canada will continue to invest in conservation and its infrastructure to protect, present and manage Canada’s national urban park, national parks, national historic sites, heritage canals and national marine conservation areas for the benefit and enjoyment of Canadians. Parks Canada is also developing a long term plan focused on the sustainability of its capital assets.

2019-2020 Supplementary Estimates B

Q. The Parks Canada Agency increased its voted authority by $3.5 million through the 2019-2020 Supplementary Estimates (B), mainly related to the funding to commemorate Indian Residential School Sites. These Supplementary Estimates also include an internal vote transfer of $12.9 million to the New Parks and Historic Sites Account. How will the funding received to commemorate Indian Residential School Sites be used?

A. This funding is for the implementation of activities in response to the Truth and Reconciliation Commission’s Call to Action 79. Activities include working with Indigenous organizations, cultural heritage experts, and residential school Survivors to develop a reconciliation framework for Canadian heritage and commemoration while also integrating Indigenous views, history and heritage into the heritage places managed by Parks Canada.

Q. Are there particular new national parks, national historic sites or national marine conservation areas that will be created through the $12.9 million transfer to the New Parks and Historic Sites Account?

A. The transfer of $12.9 million to the New Parks and Historic Sites Account is related to previously announced parks and sites, such as Tallurutip Imanga National Marine Conservation areas.
