Environment and Climate Change Canada 2021 to 2022 fees report

I am pleased to present Environment Climate Change Canada’s report on fees for 2021–22.
The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.
Last year’s report provided details on each fee, such as the type and rate of adjustment, the service standard and the performance result.
This year’s report once again includes factors or events that affected the information in the report, anticipated changes relating to fees, instances when the Department applied section 17 of the Service Fees Act and how many of its fees are subject to the Low-Materiality Fees Regulations as well as information related to remissions.
I welcome the increased transparency and oversight that the Service Fees Act’s reporting regime embodies. I will continue to lead Environment and Climate Change Canada’s transition to the reporting regime provided under the Service Fees Act.
About this report
This report, which is tabled under section 20 of the Service Fees Act, the Low‑Materiality Fees Regulations, and subsection 4.2.8 of the Treasury Board Directive on Charging and Special Financial Authorities, contains information about the fees Environment and Climate Change Canada had the authority to set in fiscal year 2021–22.
The report covers fees that are subject to the Service Fees Act.
For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:
- Act, regulation or fees notice
- The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.
- Contract
- Ministers have the authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
- Market rate or auction
- The authority to set these fees is pursuant to an act of Parliament or a regulation, and the minister, department or Governor in Council has no control over the fee amount.
For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee. For fees set by contract, the report provides totals only. Environment and Climate Change Canada did not have fees set by market rate or auction.
Although the fees Environment and Climate Change Canada charges under the Access to Information Act were subject to the Service Fees Act, they are not included in this report. Remissions
In 2021–22, Environment and Climate Change Canada was subject to the requirements to issue remissions under section 7 of the Service Fees Act and subsection 4.2.4 of the Treasury Board Directive on Charging and Special Financial Authorities to remit a fee, in whole or in part, to a fee payer when a service standard was deemed not met. The other sections of this report provide detailed amounts on Environment and Climate Change Canada’s remissions for 2021–22.

The following service standard is not subject to remissions pursuant to the Service Fees Act: a sufficient number of permits are available for distribution for the open hunting season, and Canadian citizens or other individuals acquiring a permit can obtain one within a reasonable time. A Canadian wildlife habitat conservation stamp must be affixed to the permit to make it valid. The fee for the stamp is separate (see Cost of Documents, Schedule 2, Item 9: Habitat conservation stamp). Migratory game bird hunting permits are available for sale as of August 1st at Canada Post offices, from select provincial and private vendors and directly from Environment and Climate Change Canada through an online ordering system, Hunters can also purchase their permits online and receive them by email, 24 hours a day, and 7 days a week.
Performance result
The service standard for this fee was met 99% of the time for the approximately 171,000 permit applications received. Physical Migratory Game Bird Hunting Permits were available for sale at many Canada Post outlets and some independent vendors and electronic permits were available through the Migratory Game Bird Hunting e-Permitting system from August 1st, 2021 until June 30th, 2022. The permits were available within minutes after transactions were completed.

The following service standard is not subject to remissions pursuant to the Service Fees Act: the Canadian Wildlife Habitat Conservation stamp can be purchased online through the Migratory Game Bird Hunting e-Permitting system, which is available 24 hours a day and 7 days a week during the hunting season. For a Migratory Game Bird Hunting permit to be valid, the stamp must be affixed to it. Stamps pre-affixed to the Migratory Game Bird Hunting permits are available for sale as of August 1st at Canada Post offices and from select provincial and private vendors. The online Migratory Game Bird Hunting e-Permitting system, which is available on the Environment and Climate Change Canada website, allows hunters to receive their permit with the stamp by mail no later than August 1st in addition to receiving a PDF of the permit by email with a printed image of a stamp. The stamp is also available in philatelic form for collectors.

The service standard is to reach a permit decision within 90 days after the applicant has been advised that their application is complete. This standard is subject to some conditions under which the 90-day period is suspended or does not apply, for example, if the applicant asks for a later date.
The service standard for permit renewals is to reach a permit decision within 45 days after the applicant has been advised that their renewal application is complete.
Under the application fee, each application is reviewed according to Schedule 6 of Canadian Environmental Protection Act, 1999 and the Disposal at Sea Regulations. This involves public notice, an application that provides detailed data, scientific review, and the payment of fees. Each permit is published on the Canadian Environmental Protection Act Registry and issued to the permit holder.

For the Disposal at Sea Permit Fee payments, Environment and Climate Change Canada will issue the permit holder or applicant an acknowledgment of receipt within 45 business days of receipt of that payment.
The permit holder has access to a permitted site and the ability to dispose of 1,000 cubic meters of dredged or excavated material for each $488.97 paid. Refunds are issued for units that are not disposed.
