Resource Management and Operations Directorate
Health Canada’s Resource Management and Operations Directorate provides branch-wide oversight, coordination and guidance on the consistent, efficient and effective management of operations and resources for the Health Products and Food Branch.

The Resource Management and Operations Directorate ensures that the branch is fulfilling management and stewardship obligations with respect to resources. These obligations are set out by legislation and accountability requirements and the federal public service values and ethics code.
We also make sure that branch managers have the tools they need to effectively manage programs and make decisions. With our support, the branch can provide a service that enhances the health and safety of Canadians and achieve operational excellence as described in the HPFB Strategic Plan 2016-2021.
The directorate includes five divisions:

- Operational Management and Scientific Learning Division
- Information Science and Openness Division
- Business Informatics Division
- Governance and Internal Communications Division
Strategic Planning and Accountability Division
The Strategic Planning and Accountability division provides strategic direction and advice for the directorate in:
- financial management
- cost recovery modernization
- performance measurement
- audits and evaluation
- corporate planning & reporting
Operational Management and Scientific Learning Division
The Operational Management and Scientific Learning Division leads the development of Branch-wide policies and activities that foster an engaged, innovative and future-oriented workplace through training and development, employee wellbeing initiatives, and human resources planning. We also support branch operations in areas including:
- business continuity planning
- human resources
Information Science and Openness Division
The Information Science and Openness Division processes disclosures of data and information through by-request and proactive disclosure for access to information requests and open government requirements. This allows us to drive policy and operational openness and transparency, and manage information to enable compliance, value, and reusability. We also support the branch in active litigation and litigation preparedness.
Business Informatics Division
The Business Informatics Division coordinates the tracking, reporting, and governing of the branch’s information technology modernization strategy and investment plan. We ensure that branch informatics are consistent with international data standards. We also manage trading partners and supports electronic gateway operations for product submissions.
Governance and Internal Communications Division
The Governance and Internal Communications Division supports the branch's governance structure and provides strategic internal communications advice to align with branch priorities.
We support the branch’s transformation initiatives and act as a conduit to share the ADM's vision across the branch to raise awareness and understanding of key priorities. We work collaboratively with clients and partners, and strive to keep the branch’s employees informed, engaged, connected, and empowered.
