Resource Management and Operations Directorate
Health Canada's Resource Management and Operations Directorate provides oversight and coordination of the Health Products and Food Branch's corporate policies and activities, issues Drug Identification Numbers (DIN), and administers drug-related intellectual property regimes.

What we do
The Resource Management and Operations Directorate ensures that the Branch fulfills management and stewardship obligations with respect to its human and financial resources.
We also make sure that Branch managers have the tools they need to manage their resources effectively. In addition, we perform horizontal functions to support the activities of various directorates across the Branch.
Divisions
The directorate includes five divisions:
- Strategic Planning and Accountability Division
- Operational Management and Scientific Learning Division
- Transformation and Business Informatics Division
- Governance and Internal Communications Division
- Office of Submissions and Intellectual Property
Strategic Planning and Accountability Division
The Strategic Planning and Accountability Division leads the development of Branch policies relating to cost recovery and provides support, strategic direction and advice to the Branch on corporate functions including:
- Financial Management and Analysis
- Cost Recovery Policy and Analysis
- Planning and Performance
- Audits and Evaluation
Operational Management and Scientific Learning Division
The Operational Management and Scientific Learning Division leads the development of Branch-wide policies and activities that foster an engaged, innovative and future-oriented workplace through training and development, and employee wellbeing initiatives. We also support branch operations in areas including:
- Business continuity planning
- Human resource management
- Accommodations
Transformation and Business Informatics Division
The Transformation and Business Informatics Division leads information technology and information management initiatives, advances policy initiatives such as the disclosure of clinical information about drugs and medical devices, and provides support, strategic direction and advice to the Branch in areas including:
- Information technology portfolio management and technical service delivery
- Investment planning
- Openness and transparency
Governance and Internal Communications Division
The Governance and Internal Communications Division provides support, strategic direction and advice to the Branch in areas including:
- Innovation
- Branch committee management
- Internal communications
Office of Submissions and Intellectual Property
The Office of Submissions and Intellectual Property provides support to various directorates within the Branch in areas including:
- Processing and cost recovery of human drug submissions and drug master files
- Issuance of Drug Identification Numbers (DIN)
- Database management, statistics reporting, and web publication
- Administration of drug related intellectual property regimes, including the Patented Medicines (Notice of Compliance) Regulations, the Certificate of Supplementary Protection Regulations under the Patent Act, and the Data protection provisions under the Food and Drug Regulations
