Administrative Burden Baseline Update 2020

The Administrative Burden Baseline provides Canadians with a clear metric on the total number of requirements in federal regulations and associated forms that impose administrative burden on business. This baseline contributes to the openness and transparency of the federal regulatory system.

All federal regulations that are administered by Health Canada that have requirements that impose administrative burden on business are identified below. The total count for 2020 is 20,058, which is a net increase from the 2019 count of 16,495. The increase is primarily due to the legalization and regulation of new classes of cannabis products and the addition of new reporting requirements as part of the Cannabis Tracking System Order. In addition, the Department’s response to address the COVID-19 pandemic contributed to the increase, due to the introduction of new Interim Orders to help expedite access to needed health products. The modernization and harmonization of the licensing and permitting scheme in regulations under the Controlled Drugs and Substances Act, as well as the new regulations under the Assisted Human Reproduction Act also resulted in an increase in the 2020 count.
