Substance Groupings Initiative

The following substance in this batch has been included in the Aromatic Azo and Benzidine-based Substance Grouping under Substance Groupings Initiative as part of the second phase of the Chemicals Management Plan. As outlined in the notice of intent for the Aromatic Azo and Benzidine-based Substance Grouping, it was recognized that assessments and conclusions pertaining to some of the substances in the grouping may be subsequently updated as part of the subgroup assessment. The latest updates on these substances are found on the respective Substance Groupings Initiative pages.

Risk management action milestones

The risk management action milestones table outlines the risk management actions that were proposed for each chemical substance in this batch of the Challenge that met the criteria of section 64 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). These proposed risk management actions were published in the risk management approaches for these substances. Adding substances to Schedule 1

Four substances in this batch have been added to Schedule 1.

Varying the requirements under the Significant New Activity provisions

In February 2022, a notice of intent to amend the DSL to vary the requirements for BDN (CAS RN 38465-55-3) was published in the Canada Gazette, Part I: Vol. 156, No. 6 – February 5, 2022 for a 60-day public comment period. The proposed amendments are an outcome of the SNAc Review. The DSL amendments do not come into force until the final order is published in the Canada Gazette, Part II. Any current requirements under the SNAc provisions remain in effect until then.

In July 2019, a notice of intent to amend the DSL to vary the requirements under the SNAc provisions for 4 substances in this batch (CAS RNs 475-71-8, 1326-05-2, 14295-43-3 and 58161-93-6) was published in the Canada Gazette, Part I: Vol. 153, No. 30 - July 27, 2019 for a 60-day public comment period. The proposed amendments are an outcome of the SNAc Review. The DSL amendments do not come into force until the final order is published in the Canada Gazette, Part II. Any current requirements under the SNAc provisions remain in effect until then.

In January 2017, a notice of intent to amend the DSL to vary the requirements under the SNAc provisions for methyl eugenol (CAS RN 93-15-2), TGOPE (CAS RN 7328-97-4), potassium bromate (CAS RN 7758-01-2) and vanadium pentoxide (CAS RN 1314-62-1) was published in the Canada Gazette, Part I: Vol. 151, No. 2 - January 14, 2017 for a 60-day public comment period. The proposed amendments are an outcome of the SNAc Review. The DSL amendments do not come into force until the final order is published in the Canada Gazette, Part II. Any current requirements under the SNAc provisions remain in effect until then.

Final screening assessments and risk management approaches

In September 2010, the final screening assessments for substances in this batch were released and the related notices were published in the Canada Gazette, Part I: Vol. 144, No. 38 - September 18, 2010.

The final screening assessments concluded that 4 substances in this batch meet one or more criteria in section 64 of CEPA 1999. The Government added these substances to Schedule 1 to the Act. Proposed risk management approaches were also released on this date for the substances in this batch which met the criteria in section 64 of CEPA 1999.

Draft screening assessments and risk management scopes

New information was received from industry or interested stakeholders for each of the 17 substances in this batch. In March 2010, the draft screening assessments were released and the related notices were published in the Canada Gazette, Part I: Vol. 144, No. 12 - March 20, 2010. Risk management scopes were also released in conjunction with these publications.

2009 Mandatory survey - section 71 notice

In March 2009, a notice was issued in the Canada Gazette, Part I: Vol. 143, No. 11 - March 14, 2009 under section 71 of CEPA 1999. This section 71 notice applied to all 17 substances in this batch.
