Health Canada's Pest Management Regulatory Agency (PMRA) hosts public events for a variety of stakeholders who have an interest in pesticides.

Information session on the publication of the guidance document "Classification of Cannabis and Industrial Hemp Crops as Use Sites, Data Requirements, and Label Amendments"
A webinar is scheduled on 10 July 2025, at 1:00 p.m. (English session) and 1:30 p.m. (EDT) (French session) for invited stakeholders. The guidance document outlines the appropriate use-site categories, data requirements, and label requirements to register pesticide uses on cannabis and industrial hemp.

Information session on NOI2025-01, Regulations Amending the Pest Control Products Regulations (Antimicrobial-treated Class I Medical Devices)
The PMRA held an information session regarding the proposed amendments to the Pest Control Products Regulations - Antimicrobial-treated Class I Medical Devices on 13 June 2025, from 1:00 p.m. – 2:00 p.m. (EDT).
The consultation document on the proposed regulatory amendments was published as NOI2025-01 on 2 June 2025. Comments were accepted until 2 July 2025.
Stakeholder information sessions: Pest Control Products Regulations - Product Exemptions and Pest Control Product Devices
The PMRA held information sessions regarding the proposed amendments to the Pest Control Products Regulations - Product Exemptions on 20 May 2025 , from 2:00 to 3:00 p.m. EDT, and regarding the proposed amendments to the Pest Control Products Regulations - Pest Control Product Devices on 21 May 2025, from 2:00 to 3:00 p.m. EDT.
The consultation documents on the proposed regulatory amendments were published as PRO2025-01 (product exemptions) and PRO2025-02 (pest control product devices) on 7 March 2025. Comments were accepted until 5 June 2025.
PMRA Stakeholder Information Session
The PMRA held a virtual stakeholder information session on 20 February 2025, from 1:00 to 3:30 p.m. EST.
The PMRA presented updates on PMRA's work and the next steps to advance key initiatives. A presentation was also given in relation to PMRA's scientific work on Remotely Piloted Aircraft Systems.

Stakeholder meetings and engagement activities
The PMRA regularly engages with various stakeholder organizations in the context of developing policies, guidance, regulations and legislation related to the regulation of pesticides. The PMRA is committed to openness and transparency, as well as evidence-based decision-making. The PMRA will begin listing on this webpage past meetings and engagement activities between Health Canada officials and stakeholders in which views, opinions and information were relayed with the intent to inform the development of policies, guidance, regulations or legislation related to the regulation of pesticides.
These meetings and activities are subject to PMRA's Transparency Policy for Stakeholder Meetings.
Transparency policy for stakeholder meetings
1.0 Background
The intent of this policy statement is to inform stakeholders and the public about the updated measures that the PMRA is undertaking to improve transparency.
PMRA is committed to openness and transparency and evidence-based decision making. PMRA is making more information available to Canadians who are being offered more opportunities to participate in discussions on government policies and priorities.
As part of our approach to enhancing the transparency in PMRA's policy and regulatory development process, PMRA has implemented a new approach, based on the accomplishments of the PMRA Transformation (2021-2024), to provide a public record of engagements with stakeholders. PMRA will make available information about meetings and engagement activities with stakeholders in which views, opinions and information are relayed with the intent to inform the development of policies, guidance, regulations or legislation related to the regulation of pesticides.
This approach is intended to help improve public trust, openness and transparency around stakeholder engagement activities related to pesticides and to help support Government of Canada objectives for transparency, in alignment with the Policy on Regulatory Transparency and Accountability and the Directive on Open Government.
2.0 Scope
The scope of information to be disclosed pursuant to this policy includes:
- Meetings at the request of stakeholders to inform and influence the development of policies, guidance or regulations related to pesticide regulation.
- Meetings with stakeholders at the request of PMRA to solicit input on the development of policies, guidance or regulations related to pesticide regulation.
- Presentations by the PMRA to provide information to stakeholders, including at conferences.
- Presentations by stakeholders to provide information to PMRA, including site visits.
Oral or written communication for the purposes of making simple enquiries or requests for information and that do not have any relevance, in Health Canada's view, to the development of policies, regulations, or legislation of pesticides will not be published.
For the purpose of this policy, a “stakeholder” is an actor who has an interest or concern in the federal regulation of pesticides and related PMRA initiatives. “Stakeholders” are defined as:
- organizations, including professional associations;
- businesses; and
- advocates.
The definition of “stakeholders” excludes:
- individuals representing themselves, except individuals who use pest control products for a commercial purpose;
- experts consulted by Health Canada;
- federal departments;
- other levels of government, including provincial/territorial and Indigenous; and
- foreign governments.
2.1 Formal consultation processes
As required by the Pest Control Products Act, PMRA has a robust consultation process for policies. Comments provided by stakeholders in the context of a formal consultation process are not in scope of this initiative.
Health Canada invites all stakeholders to provide written submissions in response to formal consultations. These written submissions will not be published in the table of meetings, but will instead be summarized in reports, such as a What We Heard Report, which are made publicly available.
A written submission is defined as electronic or mailed correspondence that represents a formal response to a proposal outlined in a consultation document.
A formal consultation is defined as a process where Health Canada invites people in Canada and stakeholders to comment on new or potential changes to its policies, regulations, guidance, or other initiatives and for which there is a defined start and end date for receiving feedback. Similarly, the Transparency Policy does not apply to the public consultation process that takes place in accordance with section 28 of the Pest Control Products Act(PCPA) for proposed registration decisions of specific pesticides.
3.0 Considerations
3.1 Confidentiality
Information, views and opinions intended to inform the development of specific policies related to the regulation of pesticides beyond what is part of a written submission to a formal consultation, will not be treated confidentially by Health Canada. Therefore, Health Canada will not treat differently correspondence or documents marked as confidential in this context. Confidential business information and confidential test data will not be disclosed in the Calendar of Meetings.
Notes or documents provided to Health Canada for meetings or engagement activities may be disclosed, including in the context of requests under the Access to Information Act.
3.2 Other uses or disclosures
Personal information may be made publicly available, including on Canada.ca. In limited and specific situations, personal information may be disclosed without consent in accordance with subsection 8(2) of the Privacy Act for the purposes on being transparent in accordance with this new approach to meetings and engagement activities with stakeholders. This can include name and title of the stakeholders who participated in the meetings listed, as well as the views or opinions they shared.
4.0 Calendar of meetings
PMRA will publish a table of all meetings with stakeholders that are intended to inform and influence the development of policies, guidance or regulations related to pesticide regulation by sharing views, opinions and information.
Meetings will be presented in the form of a table of meeting and engagement activity information and material.
The table includes the date, subject, participants and purpose of the meetings. The title of any documents provided during meetings will also be published. The documents listed in the table will be accessible to members of the public upon request, for the purpose of ensuring greater transparency of PMRA's development of policies, guidance or regulations related to pesticide regulation. These documents could include the names, titles, organization affiliation and views expressed of the stakeholders who participated in the meetings listed.
The disclosures made as part of this policy are not part of any consultation process. PMRA will not be seeking any feedback on any of these documents.
5.0 Retention period
The list of meetings will be posted for two years.
6.0 Privacy notice
Personal information will be treated in accordance with the Privacy Act. The personal information provided to Health Canada is collected pursuant to Section 4 of the Department of Health Act and the Pest Control Products Act and is governed in accordance with the Privacy Act.
This personal information collection is described in Canada.ca, available online at Information about programs and information holdings. Refer to the standard personal information banks on Outreach Activities PSU 938 and Public Communications PSU 914.
