Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and its regulations.
The purpose of this Compliance Verification (CV) project was to verify industry's compliance of USB chargers that plug into an electrical outlet with the performance criteria of the CAN/CSA C22.2 NO. 60950-1-07 (R2016) – Information Technology Equipment – Safety – Part 1: General Requirements, or the equivalent. Health Canada has determined that certain products that do not conform to the applicable safety standard (CAN/CSA C22.2 NO. 60950-1-07 (R2016)) or the equivalent, likely pose a danger to human health or safety (as per sections 7 and 8 of the CCPSA).
For this project, compliance of select USB chargers was determined through an evaluation process where Health Canada inspectors visited establishments both online and in-person and sampled relevant products. Compliance with the performance criteria listed under the standard was verified through testing at the Product Safety Laboratory.
Prior to initiating inspections, the CPSP carried out a market survey to determine the presence of establishments selling, importing, or manufacturing USB chargers in Canada. Targets were then selected from that survey.
Over the course of the 2023-2024 fiscal year, mechanical and electrical testing of 50 different products was carried out, where all the samples were imported products. The testing resulted in 1 alert and 17 recalls. There were 32 instances where no compliance issue was identified, therefore no corrective action was required.
