Now available: Summary report for the 2021-2022 review of the Cannabis Cost Recovery Framework

In 2021-2022, Health Canada conducted a review of the Cannabis Cost Recovery Framework to better understand the impact of fees charged to licence holders in the legal cannabis industry. This was to assess the progress made towards key policy objectives, and to assess progress made towards full cost recovery. We are reaching out to inform you that the summary report for the 2021-2022 Review of the Cannabis Cost Recovery Framework is now available online.

About the Cannabis Cost Recovery Framework

The Cannabis Cost Recovery Framework is how Health Canada recovers eligible government costs (through fees) under the Cannabis Act (the Act). This is based on the cost recovery principle that the public should not bear the costs of government activities in cases where private parties derive the primary benefit. This approach is consistent with other cost recovery programs at Health Canada and across the federal government.

Why it matters

This review, in addition to the Legislative Review of the Cannabis Act that is currently underway, will help inform assessing the progress that has been made towards meeting the objectives of the Act. We'll use both reviews to inform any potential future revisions to the Cannabis Cost Recovery Framework.

How the review was done

We conducted the review by engaging with the cannabis industry, inclusive of a diverse sample of licence holders, through a questionnaire and follow-up interviews. The department also conducted an internal review of regulatory program costs and data using historical program data and public reporting.

Please note that the summary report represents a snapshot in time of an industry that is relatively new. The economic and market circumstances for licence holders may have changed significantly between the conduct of the review and the publication of this report.
