Data on cannabis for medical purposes

Health Canada collects the data below under the Cannabis Act and its regulations. This legislation replaced the Access to Cannabis for Medical Purposes Regulations (ACMPR) on October 17, 2018. Data collected by Health Canada under the ACMPR is available in archived format. Additional cannabis data is available on the Cannabis research and data page.

Figures provided in this update reflect the data reported through the Cannabis Tracking System. Verification and validation of this data is ongoing. As such, the data is subject to revision.

Recent highlights

  • 354,538 medical client registrations with federally licensed sellers at the end of March 2019.
  • 30,883 individuals were registered with Health Canada for personal and designated cultivation of cannabis for their own medical purposes at the end of March 2019.
  • 5,162 kilograms of dried cannabis and 14,730 litres of cannabis oil for medical purposes were sold between January 1 and March 31, 2019.
  • 340 kilograms of dried cannabis and 195 litres of cannabis oil were exported for medical or scientific purposes between January 1 and March 31, 2019.

Medical client registrations and applications

Active client registrations are the number of registrations with licensed sellers of cannabis for medical purposes that were active at the end of each month. Patients can be registered with more than one licensed seller and with Health Canada provided an original medical document was used with each registration.

Personal production registrations are the number of individuals active with Health Canada at the end of each month. They can produce a limited amount of cannabis, or designate someone to produce it for them.

Daily authorized amounts associated with client registrations

Under the Cannabis Act, individuals with a medical document signed by a health care practitioner can purchase cannabis for medical purposes directly from a federally licensed seller. Individuals may also register with Health Canada to produce a limited amount of cannabis for their own medical purposes or designate someone to produce it on their behalf.

Health care practitioners are regulated by provincial/territorial medical regulatory authorities or "colleges". Most provincial and territorial medical regulatory bodies have their own set of standards and guidelines for members, which may include codes of practice related to authorizing cannabis for medical purposes. As a result, authorization practices and the use of cannabis for medical purposes may vary among provinces and territories.

Health Canada publishes information for health care practitioners on its website. This includes the "Daily Amount Fact Sheet (Dosage)" that provides information regarding dosing of cannabis for medical purposes, and "Information for Health Care Professionals" which offers a comprehensive monograph on the pharmacology, potential therapeutic uses and risks of using cannabis for medical purposes.

The table below shows the average authorized amount of dried cannabis, expressed in grams per day, associated with all active client registrations with federally licensed sellers.

Under the Cannabis Act, it is prohibited to export or import cannabis for any purposes other than medical or scientific purposes or in respect of industrial hemp. The figures below include imports and exports for medical or scientific purposes, but do not include industrial hemp.
