Introduction:

This meeting is conducted as a quarterly update via teleconference, at the request of the CVA.

The Chair opened the meeting by doing round table introductions. The Chair reminded participants that this meeting is subject to disclosure as per HC’s Openness and Transparency policies. In the interest of transparency, the department stated that it would be making a record of the meeting publicly available. The handling of information and privacy notice was mentioned and acknowledged.

Subjects:

1. International:
The CVA indicated that a “vaping alliance” has been formed with a US-based vaping advocacy group, called the North American Vaping Alliance (NAVA). The CVA stated that this group has a proactive role in preventing youth uptake and are rolling out a youth education prevention and protection program to the private sector (retailers). With respect to the online market, the CVA recognized the need to control access to vaping products, namely via age verification (e.g. software).

2. Regulation:
The CVA asked HC what actions were being taken to address youth vaping, including online sales via direct-to-consumer sites. HC responded that regulatory options are being explored, and that everything is on the table at this time. With respect to outreach to young people, HC stated that a tip sheet for parents and trusted adults is being made available online.

3. Product Standards:
The CVA raised the importance of product quality standards for the manufacture of vaping products, namely vaping liquids. The CVA indicated that their members have expressed interest in co-developing manufacturing standards.

Conclusion:

The teleconference was then concluded.
