Introduction:
A meeting was held at the request of Health Canada to obtain further clarifications on ITCAN's input regarding the proposed Vaping Products Reporting Regulations published in the Canada Gazette, Part I, on June 18, 2022.
Health Canada read a transparency and openness statement, reminding ITCAN representatives that the meeting is subject to disclosure as per Health Canada's Openness and Transparency policies. In the interest of transparency, the Department stated that it would be making a record of the meeting publicly available. The handling of information and privacy notice was mentioned and acknowledged.
Health Canada also referred to Article 5.3 of the World Health Organization Framework Convention on Tobacco Control, the department's international obligation to protect tobacco control policies from the vested interests of the tobacco industry.
The Chair then invited participants to introduce themselves.

Health Canada requested a meeting for additional information after initial input was received from ITCAN on July 20, 2022 regarding challenges associated with the proposed regulations. The follow-up meeting addressed the following concerns and suggestions:
Use of forms for electronic submission
- ITCAN proposed that the sales and ingredient reports be communicated to manufacturers as a guideline. They propose to amend the Draft Regulations to require only that the reports be submitted in a processable format rather than a set one predetermined by HC.
- Health Canada asked ITCAN to explain the challenges that impeded them from using the HC template. ITCAN responded that the main difficulty is that it is a global database, which only allows changes to be addressed manually.
Confidentiality of reported information
- ITCAN requested for certain information such as details of flavouring ingredients used in vaping substances to stay confidential rather than be made public as required by the proposed Regulations.
