Approving an application

Decision makers should apply existing program-specific guidance when approving an application:

Because Regional EMPP applicants live outside of Canada, officers will send the Confirmation of Permanent Residence (CoPR) and permanent resident visa (if applicable) to the applicant’s address outside of Canada. Foreign nationals outside Canada who have been issued a permanent resident visa must present their visa at a port of entry to become a permanent resident.

Refusing the application

Decision makers should apply existing guidance when refusing against economic program-specific selection criteria. Since refusals are based on selection criteria, the existing refusal letter (available on the GCMS T: drive) should be used.
