Regional Economic Mobility Pathways Pilot (Regional EMPP)

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

This section describes how to process applications for permanent residence submitted by applicants under the Regional Economic Mobility Pathways Pilot (Regional EMPP).

Under the Updated Public Policy to support the Economic Mobility Pathways Pilot (EMPP) – Phase 2, all refugee candidates and displaced people will have to meet the economic criteria of existing programs (RNIP, AIP and PNP) and be able to satisfy an officer that they can economically establish in Canada. Regional EMPP applicants will arrive in Canada with permanent residence status as economic immigrants and will be eligible for the full suite of settlement and integration services that are offered to all economic immigrants, including pre-arrival orientation and referral to in-Canada settlement services and supports.
