Federal Economic Mobility Pathways Pilot (Federal EMPP): Application process and who can apply

Submitting an application

All applications for permanent residence under the Federal EMPP are submitted online through the Permanent residence portal. If applicants can’t apply using the portal, applications are also submitted by email to IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca.

Eligibility for processing

As outlined in the Public Policy to Support the Federal Economic Mobility Pathways Pilot (Federal EMPP), the Federal EMPP will operate until December 31, 2025, and has two streams: A and B.

Application intake under Stream A (the “Job Offer Stream”) requires that applicants have a job offer and will end when a cap of 950 complete applications have been received (principal applicants).

Application intake under Stream B (the “No Job Offer Stream”) will end when a cap of 150 complete applications have been received (principal applicants). Applicants under this stream do not require a job offer. The number of applications received will be monitored through monthly OPPB reports in Ottawa. The public policy may be revoked at any time.

Applications received after the cap is reached for Streams A and B will be returned.

Applications must be submitted in accordance with the requirements specified in section 10 of the Immigration and Refugee Protection Regulations (IRPR) and in the application guide in order to be considered complete and eligible for processing. Applications must also meet the eligibility for Federal EMPP under the public policy.
