Immigrate through the Economic Mobility Pathways Pilot: Complete your application for the EMPP

Step 1: Get ready to apply

Before you start your Economic Mobility Pathways Pilot (EMPP) application, make sure you

You must complete your economic immigration application online in the Permanent residence portal. You must then complete your EMPP application online as well. You’ll submit both applications together through the portal.

If you can’t use the portal, you can apply by email.

Forms for you to fill out

If you apply with temporary protected status, you must also complete and attach the Durable Solutions form [IMM 0195] (PDF, 180.4 MB).

If you’re applying with support from a chosen partner, you must also include the Trusted Partner Referral Letter [IMM 0183]. (The partner you’re working with will give you this form.)

Step 3: Complete your form

Use the instruction guide (IMM 0139) to fill out your form.

Make sure you have Adobe Reader 10 or higher and JavaScript turned on. If you have trouble downloading a form, right-click the link and choose “Save Target As...”

Complete the forms on your computer instead of by hand. It’s easier and reduces mistakes that can cause delays.

Step 4: Submit your application

You’ll submit both applications together through the portal:

  • your economic immigration program application
  • your EMPP application

  • upload the document using the button in the Actions column

Submit your online application

Since you’re applying through the EMPP, you don’t have to pay application and biometrics fees. You don’t need to upload any proof of payment.

Before you submit your application, make sure you:

  • answer all questions
  • upload all the required and supporting documents
  • electronically sign your application (type your full name exactly as shown on your passport)

If your application is incomplete, we’ll reject it. You’ll have to fix any errors and then re-submit it.

If you can’t apply using the portal, we’ll accept applications by email.

Send your email

  1. Attach all of your forms and supporting documents to your email. It must be less than 10 MB in size. If it’s over 10 MB, we won’t receive it. Find out how to reduce the size of each document, if they’re too big. If your email is still over 10 MB, send the attachments in 2 or more emails.
  2. Enter this as your email subject: EMPP application for [principal applicant’s family name, first name].

    If you have to send more than 1 email because of the size of your attachments, include the total number of emails in the subject line. For example: Part 1 of 2 – EMPP application for [principal applicant’s family name, first name].

  3. Send your email to: IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca.

You should get an auto-reply email within 48 hours of submitting your application. Make sure you save this email for your records. If you don’t get the auto-reply, email us again to ask if we received your application. You don’t need to send your application more than once, unless we ask you to.
