Home Child Care Provider Pilot and Home Support Worker Pilot: Putting an application into process

Following a positive completeness check, the case processing centre (CPC) does the following:

The “application received” date at the CPC is the lock-in date. Processing offices should therefore not change the “application received” date entered by the CPC at file creation.

Note: The above special program codes were implemented in GCMS on June 9, 2022. Earlier files would have been associated with the following org/entity IDs depending on the categories of applications:

  • HCPP Category A: O142582547231
  • HCPP Category B: O142582547322
  • HSW Category A: O142582547552
  • HSW Category B: O142582547582

If a transfer is required to IN or DN offices, the following ORG IDs will be associated to the PR application identifying the reason for transfer:

Multiple applications

There is nothing to preclude an applicant from having more than one application in process at the same time. For example, an individual may choose to submit applications under both the Provincial Nominee class and the Home Support Worker class should they meet the requirements of both.

All complete applications submitted under the Home Child Care Provider (HCCP) and Home Support Worker (HSW) pilots are processed in the order they are received, including ones where multiple applications have been submitted by the same applicant. If multiple applications are simultaneously ready to finalize, the officer should contact the applicant to confirm which application they want to move forward with.

While there is also nothing preventing a caregiver from submitting 2 Category A (Gaining experience) applications – one under the HCCP and one under the HSW – officers should remember that the MIs require that the job offer is likely to be valid when the caregiver is issued their work permit, and they also require that the caregiver be likely to accept the job offer. A caregiver with 2 Category A applications would therefore need to choose which job offer they will accept and under which they will be issued the occupation-restricted open work permit (OROWP). The applicant will then need to withdraw the second application for permanent residence. However, if during the 3-year validity period of the OROWP, an applicant submits a new Category A application under the other class (for example, because of a career change), a second OROWP under the other NOC could be issued, if the officer is satisfied that the applicant meets all requirements.

Note: An applicant cannot change the class of their application (between HCCP and HSW) during processing, nor between Categories (A – Gaining experience or B – Direct to PR).

An applicant who withdraws an application can obtain a refund if processing has not started. Processing starts once a file has been checked for completeness and promoted in GCMS.
