IRCC’s response to a request for information made by the Standing Committee on Citizenship and Immigration on September 23, 2025

Question

Mr. Costas Menegakis: It would be helpful if you could provide us with a table of the different immigration streams, by year and by stream, for, say, the last 10 years.

Mr. Costas Menegakis: I'm referring to all the streams—economic, family, compassionate and all the streams—by year for the last, say, 10 years.

Ms. Soyoung Park: What exactly? There is a lot of data.

Mr. Costas Menegakis: Just the total number from each stream with percentages.... Back in the day, we had measures for that. Sixty-five per cent would come through our economic streams—

Ms. Soyoung Park: Was that according to the levels plan?

Mr. Costas Menegakis: —and the levels and so forth. I'd like to see where that has gone over the last 10 years. I know there's some information available on the website, but if you can provide the committee with that graphic, I think that would be very useful for us.

Ms. Soyoung Park: You would like, for each year, what the levels plan has been for immigration.

Mr. Costas Menegakis: I'd like what the results were for each year.

Ms. Soyoung Park: You mean the levels plan and then the admissions against that levels plan.

Levels Plans (2014–2024): Targets and Admissions

This document provides Levels Plans’ targets and admissions from the last ten years (2014–2024). Of note, names and the order of programs may change year-to-year, but tables follow the corresponding Supplementary Notice linked at the top of each page. The Supplementary Notice includes important footnotes regarding definitions, updates, or otherwise. Every effort has been made to match admissions to targets as accurately as possible.

The number of permanent resident admissions appearing in earlier Annual Report to Parliament on Immigration publications may differ from current reports due to adjustments to Immigration, Refugees and Citizenship Canada’s administrative data files that normally occur over time.
