Child safety – extra precautions for passports issued to children under 16 years of age

If a parent or legal guardian:

  • is concerned for the safety of a child under the age of 16, or
  • fears that an unauthorized passport application may be submitted by someone other than the child’s parents or legal guardians,

you may add the child’s information to the Passport Program System Lookout List. This entry will alert Passport Program’s staff that additional follow-up is required when processing an application for that child. It will ensure that all legal documents are reviewed and that there are no restrictions on the child’s mobility or other information that would prevent a Canadian passport being issued in the name of the child.

To add a child’s name to the System Lookout List, contact the Passport Program or a Government of Canada office abroad. To register, you need:

  • The full names and birth dates of both parents and the child;
  • Copies of any custody-related legal documents.

The documentation must be received by the Passport Program within 90 days of your initial request to ensure the child’s name remains on the System Lookout List.
