Crisis in Haiti: Temporary health care coverage
You may be able to apply for temporary, limited health care coverage through the Interim Federal Health Program (IFHP).
This is a temporary measure that we’ve put in place to support those who have come to Canada on their own or as part of the assisted departures out of Haiti.
Who’s eligible
Choose the option below that applies to you.
Permanent resident of Canada
You can apply if you
- are a permanent resident of Canada who left Haiti on or after March 1, 2024, and
- arrived in Canada on or before April 26, 2024
- on your own, or
- as part of the assisted departures out of Haiti
- can’t get provincial or territorial health coverage right away
- can’t get other public or private health care coverage
Documents to support your application
You must provide copies of these documents:
- the photo or identification page of your passport or travel document
- documents showing the date you left Haiti, for example:
- a flight travel itinerary
- boarding passes
- passport stamps

Submit your application
You must submit your application online. To do this, follow the steps below:
- Create an account.
- Under the heading “Start an application,” select “Refugees: apply for temporary health care benefits.”
- Upload your saved application form.
- We’ll send you messages about your application through your account.
Applications must be submitted within 6 months of your arrival date for you to be considered for IFHP coverage.
About the coverage
Length of coverage: 3 months from the date a decision is made on your IFHP application

- basic, supplementary and prescription drug coverage

Family member of a Canadian citizen or permanent resident
You can apply if you
- are the family member of a Canadian citizen or permanent resident of Canada who left Haiti on or after March 1, 2024
- arrived in Canada on or before April 26, 2024
- on your own, or
- as part of the assisted departures out of Haiti
- are in Canada with valid temporary resident status
- can’t get public or private health care coverage
Definition of family member
A family member is defined as a
- spouse or common-law partner
- dependent child (yours, your spouse’s or your common-law partner’s) or
- dependent child of a dependent child
