There are a few ways you can hire a home care worker (caregiver). Your options depend on
- whether you’re inside or outside Quebec
- where the home care worker (caregiver) will work

Hire a worker who’s in Canada
If you’re an employer (outside Quebec), you can hire a home care worker through one of the programs below.
Home Care Worker Immigration Pilots: Workers in Canada stream: Option 1 of 4
Open for applications on March 31, 2025
The Home Care Worker Immigration pilots: Workers in Canada stream allows Canadian employers (outside Quebec) to hire qualified home care workers already in Canada.
Home Child Care Provider and Home Support Worker pilots: Option 2 of 4
Closed to new applicants on June 17, 2024
You can only hire workers through these pilots if either
- the worker already has an open work permit without restrictions that would prevent them from working in child care or health services
- the worker already has a work permit under one of the pilots
Temporary Foreign Worker Program: Option 3 of 4
You can only hire workers through this program if they meet these 2 conditions:
- the worker either
- already has a work or study permit
- is allowed to work in Canada without a work permit (this doesn’t apply to business visitors)
- will work in Quebec
- you can get a positive Labour Market Impact Assessment (LMIA) and have your candidate apply for a new LMIA-based work permit
Hire through the Temporary Foreign Worker
International Mobility Program (open work permits other than the pilots): Option 4 of 4
You can only hire workers under this program if
- the worker already has an open work permit without restrictions that would prevent them from working in child care or health services
Hire a worker who’s outside Canada
If you’re an employer (outside Quebec), you can hire a home care worker through one of the programs below.

- you already submitted a job offer to a worker, and they submitted their permanent residence application before the program closed
- the worker already has an open work permit without restrictions that would prevent them from working in child care or health services
Temporary Foreign Worker Program: Option 3 of 4
You can only hire through this program if the worker will work in Quebec.
