Kelly Walsh was appointed Chairperson and Chief Executive Officer of the Committee in May 2024 for a four-year term.

Ms. Walsh is a senior executive with over 25 years of experience in the public service, with expertise in human resources, labour relations, corporate services, and policy. She has extensive experience in military grievances, having served in progressively senior roles from analyst to director within the Canadian Forces Grievance System, including at the Canadian Forces Grievance Board, now known as the Military Grievance External Review Committee.  

Prior to her present appointment, Ms. Walsh served as Director of Labour Relations Operations and Director of Military Personnel Management at the Department of National Defence. In these roles, she led proactive issues-management initiatives, including the establishment of the Administrative Response Centre for military personnel. She also oversaw national strike preparedness and labour relations operations for the public service.

Ms. Walsh holds a Bachelor of Commerce (Human Resource Management) from the University of Ottawa and a Master of Industrial Relations from Queen’s University. She also holds a Certificate in Adjudication for Administrative Agencies, Boards and Tribunals from Osgoode Hall Law School and the Society of Ontario Adjudicators and Regulators, and is a Prosci Certified Change Practitioner.
