Section 1: institutional GBA Plus governance and capacity
Governance
The Military Grievances External Review Committee (the Committee) has continued to implement Gender-based Analysis Plus (GBA Plus) within the organization through a governance structure consisting of a GBA Plus Champion and a GBA Plus focal point. The Human Resources Director holds monthly meetings with all the Committee’s Champions where topics including accessibility, GBA Plus, equity, diversity and inclusion on discussed. Additionally, quarterly meetings are held between the Committee’s Chairperson and the Champions to discuss relevant topics and progress on initiatives.
Capacity
In 2024-25, the Committee focused on advancing employment equity by publishing an internal blog in May 2024 to promote the self-identification process via MyGCHR. This initiative boosted employee participation in the Employment Equity Self-Identification Form, improving Human Resource’s workforce data and informing recruitment strategies to expand employment opportunities.
Additionally, the Committee was committed to creating a space where everyone felt included and safe, recognizing the value of diverse perspectives and lived experiences. In March 2025, the Committee held a workshop entitled the “Power of Belonging” to emphasize the meaning and significance of belonging in the workplace. This workshop helped employees deepen their understanding of collective care and community, and encouraged the use of open-minded communication. Finally, in 2024-25, internal services hired an employee who possessed an added academic background in intersectional gender studies, bringing valuable insight to the Committee’s GBA Plus and accessibility initiatives.

As a micro-agency, the Committee does not have any full-time employees dedicated to working on GBA Plus in 2024-25. However, we have full-time equivalents (FTE) who engage with GBA Plus adding up to 0.25 FTEs.
Section 2: gender and diversity impacts, by program
Core responsibility: Independent review of military grievances
Program name: Independent review of military grievances
Program goals: The National Defence Act, Section 29.2 (1) and (2), requires the Committee to review every grievance referred to it by the Final Authority (FA) and to provide Findings and Recommendations in writing to the FA and the officer or non-commissioned member who submitted the grievance.

Independent review of military grievances
The Committee initiated an analysis to identify potential measures for future monitoring and reporting of the program’s impacts through a gender and diversity lens. Additionally, as outlined in the Committee’s 2024 Accessibility Progress Report, the initial contact letter template to grievors has been modified to offer an opportunity to inform the Committee of any accommodation or accessibility requirements. Lastly, two distinct inclusive writing guides, notably one for English writing and one for French writing, were shared with Committee employees to ensure they are putting inclusive writing into action in their everyday work.
Internal Services
The Committee continued to have GBA Plus training in its mandatory training curriculum for all employees and ensured that the completion rate remained above 75%. Although the Committee planned to develop a GBA Plus statement of intent in 2024-25, it instead focused on consultations ahead of the drafting of its next Accessibility Plan for 2026-29, which will include GBA Plus related initiatives. The GBA Plus Champion and the GBA Plus Focal Point continued to actively participate in government-wide committees and meetings focused on GBA Plus, as well as internal consultation groups, including the Workplace Modernization Group and the newly established Accessibility Working Group, formed in 2024-25. This ongoing engagement ensures that inclusion remains a consistent priority in the development and implementation of new projects and initiatives. Furthermore, the Committee promoted and shared key learning opportunities, special events and observances with its employees, including GBA Plus Awareness Week, National AccessAbility Week 2025, and Black History Month.
