Letter to PCO: Concerning an independent mechanism

The issue of sexual misconduct in the Canadian Armed Forces is again at the forefront of public consciousness. I have noted references in the media and before Parliamentary Committee on options to ensure that such issues can be dealt with by a mechanism outside of the chain of command.

I was advised this morning via a meeting with senior officials of the Department that the Deputy Minister and the acting Chief of the Defence Staff have been in discussions with the Privy Council Office regarding possible mechanisms under consideration. I am dismayed that no one has seen fit to consult the office of the DND/CAF Ombudsman. This is most unusual given that the Minister, the acting Chief of the Defence Staff, and I are all scheduled to appear before Parliamentary Committees this week.

The office of the DND/CAF Ombudsman currently operates outside of the chain of command; however, while this office is independent from the military, my predecessors and I have been consistent in asking for independence from the departmental administration and to report directly to Parliament.

This is an important issue that needs to be responded to in a manner that best serves the individuals who have been victims of sexual misconduct.
