Section 1: institutional GBA Plus governance and capacity
Governance
In 2024-25, PacifiCan’s Gender-based Analysis Plus (GBA Plus) Centre of Expertise continued to fulfill the Agency’s GBA Plus responsibilities. Acting as the main point of contact for GBA Plus information within the Agency, the Centre of Expertise supports staff in meeting GBA Plus requirements, responds to requests to support GBA Plus implementation, and participates in federal interdepartmental initiatives. In 2024-25, the GBA Plus Centre of Expertise continued to promote awareness and ensure the availability of a range of GBA Plus tools and training resources for employees.
Capacity
In 2024-25, the Agency’s Centre of Expertise continued to increase GBA Plus capacity through online learning and webinars, and through participation in interdepartmental working groups. The Centre of Expertise created two new inclusion profiles on persons with disabilities and immigrants in British Columbia to guide program and policy development. PacifiCan also continued to support its staff in building their capacity and awareness of Indigenous issues by developing guidance and training on territorial acknowledgements and by establishing libraries focused on Indigenous content in all its offices.
Human resources (full-time equivalents) dedicated to GBA Plus
PacifiCan has a total of 0.5 FTE dedicated to GBA Plus. This includes staff dedicated to GBA Plus implementation, in addition to other staff who conduct research or collect internal data for reporting purposes.

Business Growth
Program name: Business Growth
Program goals: Support British Columbian businesses, industry, and research organizations to enhance their productivity, participation in global markets, and competitiveness. PacifiCan’s investments include projects that support underrepresented entrepreneurs, as well as businesses and organizations majority-led by underrepresented groups.
Target population: SMEs, communities, and organizations or sectors of the economy in British Columbia.

Business Services
Program name: Business Services
Program goals: Provide services to prospective and current entrepreneurs to help start, grow, or expand small businesses across British Columbia by providing financial support to the Pacific Business Service Network (PBSN) members in the province. This work includes support for rural communities, underrepresented entrepreneurs, members of official language minority communities, and businesses and organizations majority-led by underrepresented groups.
Target population: SMEs, entrepreneurs, communities, and organizations in British Columbia.
