Extension of the temporary measures for two language skills (21-06)
To continue supporting organizations in their staffing activities during the response to the COVID-19 pandemic , the Public Service Commission of Canada (PSC) has extended the temporary measures for second language evaluation until March 31, 2022 for 2 language skills, namely: reading comprehension and written expression.
Consequently, the temporary measures for the oral interaction will not be extended beyond September 30, 2021. The PSC is now fully administering its oral interaction testing in a remote setting and there are no longer limitations related to this service. The remote PSC Second Language Evaluation – Oral Language Assessment must therefore be used for the assessment of oral interaction as of October 1, 2021.
Therefore, as of October 1, 2021, the following temporary measures will only apply to the assessment of 2 language skills, namely: reading comprehension and written expression:
- Measure 1: Exemption from the requirement to use the PSC’s second language evaluation tests. The use of alternate tests by departments and agencies must respect the amended Guiding principles for alternate methods to second language evaluation tests.
- Measure 2: Extension of the validity period of expired second language evaluation results. For all appointments over 12 months, results must be confirmed with PSC tests within 24 months of the appointment.
Our questions and answers for human resources specialists will be adjusted when implementing the changes.
