LHHR 15-13: Best practices for unsupervised testing – a new tool for human resources specialists and hiring managers

The Public Service Commission (PSC) is pleased to release a paper on Best Practices for Unsupervised Testing, such as take-home exams. The paper details best practices in the use, development, administration and scoring of unsupervised assessment in appointment processes subject to the Public Service Employment Act.
Over the course of its investigations, the PSC has recently observed that, in some instances, instructions given by organizations to candidates did not clearly inform them of unauthorized practices associated with the assessment, such as plagiarism. Therefore, we examined this issue further and are pleased to share our findings with organizations in order to assist them in developing and administering these tools, while continuing to safeguard merit in the appointment process.
