Vessel repair and refit
The Canadian Coast Guard (CCG) undertakes:
- regular drydocking
- repairs to the vessels
- completing routine maintenance
- regulatory work
- performing upgrades to the ship and its equipment
This work ensures that the Canadian Coast Guard Ships (CCGS) remain in good working order and are compliant with Class Society technical standards and Transport Canada regulations.

Vessel life extension
Vessel life extension (VLE) program seeks to extend the operational life of 76 vessels in the CCG fleet for up to 15 years until the respective replacement vessel has been constructed. The type of VLE work conducted on each vessel depends on the ship's individual requirements, but can include:
- upgrades to major systems and critical components such as:
- electrical, hydraulic, heating and ventilation systems
- power and propulsion systems (for example: engines, generators, motors)
- specialized marine navigation or communication systems
- water/sewage treatment
- Steel repairs
- replacement of cranes, lifeboats, and davits
VLE work is completed alongside at the various CCG bases, private alongside facilities, and in dry docks located within shipyards throughout Canada.
Canadian Coast Guard Ship Louis S. St-Laurent

Vessel conversion

In-service support contracts
In-service support (ISS) contracts are awarded to support a fleet in the post-acquisition phase. The long-term support, often for more than 20 years, is a comprehensive contract which can include training, program management, logistics services and engineering.
Halifax-class frigates
In August 2019, the Government of Canada announced a $7.5 billion investment to maintain the Royal Canadian Navy's 12 Halifax-class frigates and to provide necessary ongoing maintenance until they are retired in the early 2040s. This ensures that they remain functional until the Canadian Surface Combatants enter into service.
Halifax-class frigates: Maintaining Canada's federal fleet of combat vessels
As part of the maintenance plan, contracts totalling $1.5 billion were awarded to the following companies:
- Seaspan Victoria Shipyards Limited (British Columbia)
- Irving Shipbuilding Inc. (Nova Scotia)
- Chantier Davie (Quebec)
These initial contracts guarantee a minimum of 3 frigates for each shipyard, and are expected to rise in value as additional work packages are added. These contracts will create up to 400 jobs at the shipyard, plus hundreds of related jobs for marine sector suppliers and subcontractors across the country.
Government of Canada awards third contract to help maintain Canada's fleet of combat vessels
Halifax-class frigates project status and milestones
His Majesty's Canadian ship (HMCS) St John's was the first frigate completed by Chantier Davie under a Halifax-class frigate extended docking work period and delivered in 2022.
Work continues on 3 other Halifax-class work period contracts.

Victoria-class in-service support contract
The Victoria-class in-service support contract (VISSC), was awarded in 2008. to Babcock Canada Inc. to perform:
- project/program management
- engineering
- records and integrated logistics
- materiel support and maintenance
- upgrades on the Royal Canadian Navy's 4 Victoria-class Submarines at Esquimalt Graving Dock so that they can meet operational requirements
- Project timeline:
- May 2023: HMCS Corner Brook completed its Extended Docking Work Period
- care and custody was transferred back to the Royal Canadian Navy upon completion
- this project required over 2 million person hours of work
- May 2023: HMCS Victoria entered into an Extended Docking Work Period
- It is expected to significantly exceed one million person hours of work
- 2027: expected project completion
- May 2023: HMCS Corner Brook completed its Extended Docking Work Period
Minor warships and auxiliary vessels in-service support contract
The Minor Warship and Auxiliary Vessels (MWAV) in-service support contract was awarded in July 2023 to Thales Canada Inc. (Thales) in joint ventures with Thales Australia Limited.
The contract valued at $450 million is for the maintenance and support of the Canadian Armed Forces MWAV fleet.
The fleet includes approximately 100 vessels belonging to different classes including:
- Kingston-class
- Orca-class
- auxiliary classes, such as:
- tugboats
- diving tenders
- torpedo barges
- small boats
Thales will subcontract work to small and medium shipyards and enterprises across Canada, including in British Columbia, Nova Scotia, Newfoundland and Labrador, Ontario and Quebec.
The MWAV IV in-service support contract is a period of five years with options to extend up to 19 years.
Arctic and offshore patrol ships and joint support ships in-service support contract
The Arctic and offshore patrol ships and joint support ships in-service support contract was awarded in July 2017 to Thales Canada Inc (Thales) in joint venture with Thales Australia Limited. The contract valued at $800 million (excluding taxes) Is for the provision of in-service support including:
- refit
- repair
- maintenance
- training
The in service support will be for the 6 arctic offshore patrol ships (AOPS) and 2 joint support ships (JSS).
The contract is for an initial service period of 8 years, with options to extend services for up to 35 years, for an estimated total of $5.2 billion (excluding taxes) for the life cycle of the vessels.
