Heather Evans,
Commissioner of the CRA

Heather Evans BA, LLB, LLM, was appointed as Commissioner of the Canada Revenue Agency (CRA) effective July 13, 2026. 

Prior to joining the CRA, Heather occupied the role of Executive Director and Chief Executive Officer of the Canadian Tax Foundation. Called to the Ontario Bar, she practiced tax law before joining Deloitte Canada, where she became a partner in 2000 and served as National Managing Partner, Tax, from 2012 to 2016. Heather is a member of the Law Society of Ontario, the Canadian Tax Foundation, the International Fiscal Association, the Ontario Bar Association, and the Society of Trust and Estate Practitioners. She has also enjoyed teaching as an adjunct faculty member at Western University, Osgoode Hall Law School, and the University of Toronto.

Jean-François Fortin,
Deputy Commissioner of the CRA

Jean-François Fortin has served as Deputy Commissioner of the Canada Revenue Agency (CRA) since May 6, 2024. During this period, he also served as Acting Commissioner from March 31, to July 12, 2026.

Prior to joining the CRA, Jean-François was appointed Associate Deputy Minister of Justice on March 27, 2023. Prior to joining the Department, he held the position of Executive Director, Enforcement at the Autorité des marchés financiers (AMF) since June 2012.

He is a graduate of the University of Montreal, where he received a Bachelor of Laws degree. He was called to the Quebec Bar in 1996. Jean-François is a certified corporate director, having completed a university corporate governance certification program at Laval University’s Collège des administrateurs de sociétés.

Prior to joining the AMF, Jean-François was a partner at the law firm of McCarthy Tétrault, where his practice included civil, commercial, and professional liability litigation law.
