Dear Mr. Davies:

Thank you for your letter of March 8, 2023, advising of the National Security and Intelligence Review Agency (NSIRA)’s intent to initiate a review of national security activities conducted by the Review and Analysis Division (RAD) of the Canada Revenue Agency (CRA).

The RAD was established to support the Government of Canada’s counter terrorism efforts and to build on the Charities Directorate’s general regulatory oversight responsibilities to ensure that all charities are meeting their administrative requirements under the Income Tax Act. In support of these responsibilities, the CRA is a partner of Canada’s Anti-Money Laundering and Anti-Terrorist Financing Regime, making the organization a part of a larger framework in the Government of Canada’s response to combating terrorism.

The Agency welcomes this upcoming review and will fully cooperate with NSIRA.
