Statement on the publication of the National Security and Intelligence Committee’s review

Today, Bob Hamilton, Commissioner of the CRA, issued the following statement:

“Today, the National Security and Intelligence Review Agency (NSIRA) published the report of its review of national security activities conducted by the Review and Analysis Division (RAD) of the Canada Revenue Agency (CRA).

Overall, the review resulted in various recommendations for the CRA to strengthen controls in the way it oversees the charity audit process to better demonstrate impartiality and consistency in decision making. We recognize the importance and significance of the NSIRA review and, in line with our ongoing commitment to explore ways to improve our programs and services, we have welcomed the recommendations.

The CRA, through the administration of the Income Tax Act, has an important role in supporting the Government of Canada’s counter terrorism efforts by ensuring that supporters of terrorism do not exploit the charitable sector and that registered charities have controls in place to mitigate their risk of terrorism abuse.

To date, the CRA has taken the recommendations provided by NSIRA and other review bodies to improve existing audit processes and procedures; and to identify and implement additional measures to ensure consistent decision making. The CRA remains committed to transparency and fairness in its charities audit program.
