UN conference on climate change: COP28 in United Arab Emirates
The 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) will be held in Dubai, United Arab Emirates from November 30 to December 12, 2023. The Conference of the Parties (COP) is an annual meeting that brings together the 198 Parties to the UNFCCC. Canada will participate in COP28 to support successful and ambitious outcomes that are in line with the Paris Agreement's long-term goals. Parties are expected to continue and increase their mitigation efforts to keep the goal of limiting global temperature increase to 1.5ºC within reach, build adaptive capacity and resilience, and deliver on climate finance commitments.
COP28 is an opportunity to showcase the breadth of Canada’s climate leadership and innovation as well as its inclusive and collaborative approach to tackle the triple crises of climate change, biodiversity loss and pollution. The latest science, including the 2023 Sixth Assessment Report of the Intergovernmental Panel on Climate Change, points to climate change intensifying across the planet, at a time when the other global crises of biodiversity loss and pollution are also coming into sharp focus. This is why Canada is taking strong action at home and demonstrating leadership overseas.
Canada’s delegation
The Government of Canada is committed to taking a whole-of-government, whole-of-society approach to climate change action. Full participation from Canadians in all parts of the country and all sectors of the economy is essential to building an effective path forward that both achieves Canada’s climate goals for 2030 and 2050 and builds a prosperous economy. Canada recognizes the need to mobilize as many resources as possible in the fight against climate change, and the key is to consider diverse perspectives.
Minister Steven Guilbeault will lead Canada’s delegation to COP28, supported by Canada’s Ambassador for Climate Change, Catherine Stewart and Jean-François Tremblay, Deputy Minister of Environment and Climate Change. Michael Bonser, Canada’s Chief Negotiator for Climate Change will lead Canada’s participation in the negotiations.
Canada’s COP28 delegation will include representatives from various groups, including parliamentarians representing both the House of Commons and the Senate, representatives from civil society organizations, business, labour, most provinces and territories as well as Indigenous representatives and youth. This year, two members of the Environment and Climate Change Youth Council will join Canada’s delegation to COP28, in addition to several other youth delegates.
