Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.
The purpose of this Standards project was to sample clothing storage units over 30 inches (762 mm) in height and test them to the performance criteria of a consensus-based safety standard in order to verify compliance to the CCPSA. The safety standard used as a basis for the project testing was ASTM F2057-14, Standard Safety Specification for Clothing Storage Units.
For this project, compliance of select clothing storage units was determined through a sampling and testing process by which Health Canada inspectors visited establishments and sampled relevant products. Compliance to the project requirements, which are based on sections 4.1 to 4.5 of the standard, was then verified through testing at the Product Safety Laboratory.
Prior to initiating this project, the CPSP carried out a market survey to determine the presence of clothing storage unit companies in Canada. This effort resulted in a list of importers and manufacturers of these products in Canada. These companies were sent a letter to advise them of the project and their responsibilities under the CCPSA. Targets were then selected from that list of companies.
Over the course of the 2017-2018 fiscal year, testing of 12 different products was carried out. The testing resulted in 2 voluntary recalls. There were 10 instances where no corrective action was required.
