Can separate agency employees be deployed into a position in the core public administration?
Yes. The PSEA subsection 51(2) provides for deputy heads to "deploy to the deputy head's organization, persons who are employed in a separate agency to which the Commission does not have the exclusive authority to make appointments, if the Commission has, after reviewing the staffing program of the separate agency at the agency's request, approved deployments from it".

Separate agencies not subject to the PSEA must have their staffing systems approved to be eligible for deployments to the core public administration. What if a separate agency does not seek such approval?
If a separate agency has not sought approval from the Public Service Commission (PSC), deployments are not possible between that agency and positions within the core public administration. Employees of separate agencies may be eligible to apply on some advertised internal processes should the area of selection include "all employees".

Would an individual who is an employee of a separate agency be treated differently on deployment compared to an appointment, for example, for the purposes of probation, salary on appointment or the Oath?
No. The appointment or deployment becomes the initial entry to the core public administration by that person. The oath or affirmation provisions as well as the Policy on Pay Above the Minimum applies. However, employees of separate agencies are persons in the public service and may have already met the public service probation requirements through employment with that separate agency.

Do inter-group deployments apply to separate agencies with different classification systems than that of the core public administration?
Inter-group deployments from separate agencies are only possible for employees of separate agencies that have obtained approval from the Public Service Commission for deployments from that agency to positions within the core public administration. If the classification system of the separate agency is different from that of the core public administration, calculations will be made in order to determine the classification levels to which an approved separate agency employee can be deployed.

How can we get maximum flexibility with inter-group deployments when pay scales don't align, and can result in demotions or promotions?
Terms and conditions of employment for the core public administration and separate agencies are established through different authorities and processes. As a result, different compensation systems exist. Nevertheless, the definition of promotion does provide considerable flexibility and will continue to be reviewed in order to optimize flexibility without compromising public service and staffing values by enabling most inter-group deployments that are generally accepted as being lateral in nature.

Will deployments from separate agencies with broad salarybands that cross over numerous salary bands in the core public administration befair?
The deploying manager remains responsible for taking the staffing values into consideration, including fairness before proceeding with the deployment. Managers are also encouraged to ensure that the potential employee has had a reasonable opportunity to seek expert information regarding the impact of the potential deployment on his/her employment status and terms and conditions of employment, including salary, leave and pension. Application of the staffing values are monitored at both the organizational and central agency level.

Are intergroup deployments to the EX Group possible?
Yes, inter-group deployments are possible to the EX Group. As with any staffing process, a candidate must still meet the essential qualifications of the position, including the Executive (EX) Group Qualification Standard (EXQS). In accordance with s.51(4) of the PSEA, qualification standards, including the EXQS, apply to all appointments, intra-group and inter-group deployments, as well as deployments from separate agencies.
The EXQS, in effect since April 1, 2017, is comprised of the Key Leadership Competencies, education requirements, and essential experience criteria for a first Executive (EX) group position and a first assistant deputy minister position . While the qualification standard aims to facilitate the movement of EXs within each tier (EX-01-EX-03; EX-04-EX-05), it is to be noted that the candidates (EX and non-EX) are to be assessed against the EXQS each time they change positions.
