Summary

The thresholds in effect from January 1, 2014 – December 31, 2015 for procurements subject to various international trade agreements are set out in the table below. The thresholds for the Agreement on Internal Trade (AIT) do not change.

1 Under Canada-Chile and Canada-Colombia, there are "extended transparency" commitments to provide suppliers with information regarding procurements for which they are not eligible to bid but where: (1) an open-tendering process is used; and (2) the procurement value exceeds CDN $124,000 for Chile and CDN $150,000 for Colombia.

2 Applies to the Canadian Tourism Commission only until the Revised WTO-AGP comes into force.

Background

Every two years, the thresholds in the international trade agreements are updated. This Notice amends the thresholds in Contracting Policy Notice 2011-5 to provide new thresholds, which are expressed in Canadian dollars. All thresholds are for the period January 1, 2014 to December 31, 2015. The thresholds for the AIT remain unchanged.

New Requirements

Procurements subject to international trade agreements and AIT must publish Notices of Planned Procurements through the Government Electronic Tendering Service (GETS) which is provided by Public Works and Government Services Canada (PWGSC).  GETS is no longer hosted on MERX™.  Since June 1st, 2013, GETS is operated by PWGSC via the Tenders page on the Buyandsell.gc.ca web site. 

The AIT has been amended to require Parties to designate the use of a single, electronic tendering system for their covered entities and eliminates newspapers as a sole method of publishing notices of planned procurements.  E-notices may, however, be supplemented with other forms of notification, such as newspapers and trade journals.
