A Progress Update from the Royal Canadian Mounted Police Pay Equity Committee

The Royal Canadian Mounted Police (RCMP) Pay Equity Committee (committee) consists of representatives from bargaining agents, non-unionized employees, and the Treasury Board Secretariat as the employer. Together, we are dedicated to developing a pay equity plan that reduces gender-based discrimination in pay practices so that women receive equal pay for work of equal value for regular and civilian members. We have made considerable progress since we updated you last year.
Since 2023, the committee has followed the systematic and rigorous methodology prescribed by the Pay Equity Act. We have identified 143 job classes and have agreed on the gender predominance in each job class based on the set criteria defined in the Act.
To support this work, we hired a third-party service provider, Ernst & Young, to determine the value of the work for predominantly female and male job classes, using a gender-neutral job evaluation tool currently under development. It is designed to assess the skills, effort, responsibilities and working conditions found in the work. During this important part of the process, we will need the input of RCMP employees. We encourage RCMP employees to participate fully and share their insights. Details on this engagement will be shared in due course.
At the same time, the committee has been reviewing compensation elements to ensure that all relevant aspects of compensation are included. To date, we have agreed in principle on approximately 93% of all compensation elements reviewed as part of this plan and we continue to advance this work. This extensive review is nearing completion and will help us in the future step of comparing the compensation of job classes to determine if there are any pay gaps between female-predominant and male-predominant job classes of equal value.
We are undertaking this important project for all RCMP members to ensure that they are valued fairly for their contributions to the organization. We will continue to provide RCMP members with updates as we move towards the development of the final pay equity plan.
Quick Facts
- The RCMP pay equity plan will cover 18,000 regular members and 3,000 civilian members.
- An additional 9,000 employees at the RCMP who are Government of Canada employees will be covered under the Core Public Administration pay equity plan.
