ACOA is accepting applications from communities, businesses and organizations impacted by Hurricane Fiona and that have a need to address impacts not covered under other government and private sector measures.
This represents an important step in ACOA’s assistance to communities and businesses affected by Hurricane Fiona as part of the $300 million dedicated federal fund.

Who can apply?
Communities, businesses and organizations are eligible to receive support to address gaps not covered under other government and private sector measures to help them return to community life and economic recovery. For example, funding may be available to:
- Hire expertise to navigate the complex needs of recovery
- Hire expertise to better understand the extent of the damage and to develop a recovery plan
- Apply for help to replenish emergency supplies and acquire key equipment
- Support restoration, replacement or repair of local assets
Eligibility
To be eligible, applicants must have an immediate need, demonstrate quantifiable loss or damage resulting directly from Hurricane Fiona, and have exhausted all other sources of financial support, such as federal programs, including the Disaster Financial Assistance Arrangements, provincial programs and insurance.
Available funding
Applications will be assessed on a case-by-case basis.
Eligible applicants include:
- Not-for-profit organizations
- Local development associations
- Municipalities
- Provincial governments
- Economic development associations
- Post-secondary and educational institutions
- Indigenous bands and organizations
- Crown corporations
- Businesses
- Industry and sector associations (e.g., aquaculture)
Eligible activities
Eligible activities under the Hurricane Fiona Recovery Fund for communities, businesses and organizations include:
- Rebuilding, renovating or repairing of community assets and other facilities;
- Recovering and replacing lost inventory and damaged equipment and product;
- Restoring, rebuilding and improving existing or new coastal tourism and community infrastructure and fisheries and aquaculture-related equipment;
- Performing activities that are essential for the restoration of key community and tourism assets;
- Carrying out activities to support hard-hit sectors (e.g., aquaculture) with immediate needs and longer-term mitigation measures to address climate change realities for increased resiliency and sustainability of assets and infrastructure;
- Conducting key activities that support the recovery efforts of hard-hit sectors such as the assessment of damages, capacity building and planning for recovery; and
- Carrying out activities that are essential for the implementation of the project, and critical to the well-being of the community and a return to community and economic activity.
