Application: This Instruction applies to Canadian Armed Forces (CAF) non-commissioned members (NCMs) of the Regular Force (Reg F) and the Primary Reserve (PRes).

2. Definitions

Compressed Course (cours intensif)

A compressed course is reduced in time but not in content.

Distributed Learning (DL) (apprentisage à distance)

DL employs a breadth of methods, supported by technology and offered through a multitude of delivery modes allowing flexibility of choice and timing.

Modularized Training (instruction divisée en module)

Modularized training within the context of CAF Core NCM Professional Development (PD) is packaged training that has been approved and validated by the Canadian Defence Academy (CDA) and delivered by designated training establishments (TE)s.

Programme (programme)

For this instruction, the terms “course” and “Programme” have the same meaning as they included the PLQ Course and advanced leadership programmes (Intermediate Leadership Programme (ILP), Advanced Leadership Programme (ALP), Senior Leadership Programme (SLP) and Senior Appointment Programme (SAP)).

Residential Learning (RL) (apprentisage en residence)

RL is the portion of a Programme conducted at a TE

Session (session)

A DL or RL session is a component of a Programme.

4. Overview

CAF Commitment

4.1 The CAF is committed to providing members with PD by imparting new knowledge and developing skills and attitudes as the basis for enhanced mental agility, innovation and judgement. 

Professional Development Responsibility

4.2 PD is a CAF responsibility shared between commanders, commanding officers and individual members. 

Language of Instruction

4.3 The language of instruction must be in accordance with DAOD 5039-6, Delivery of Training and Education in Both Official Languages Canadian Forces Professional Development Systems Document which states that CAF members must receive IT&E in the Official Language of their choice to promote equal career opportunity and optimize course success rates. 

CAF Professional Development System

4.4 The CAFPDS is the planned, progressive, career-long process of training, education, self-development and work experience that constitutes a continuous learning environment. 

Accessibility and Delivery

4.5 Access to common PD must be available to all eligible CAF members. These Programmes are delivered by designated accredited agencies and locations.

4.6 Delivery is intended to provide “Just in Time” training for career progression. 

4.7 For PLQ, the TEs must provide training for those personnel who are employed within their geographical area. Direct liaison among MASMs is authorized due to language of instruction requests in accordance with DAOD 5039-6; Provisions remain to train personnel at another ECs TE if required.

Nominating Authorities

4.8 DGMC is the designated nominating authority for Reg F personnel. Level 1 (L1)s Authorities (PRes) are the designated nominating authorities for PRes personnel. 

Training Establishments

4.9 The following are authorized TEs: 

CAF PLQ:

  1. RCAF Academy Borden; 
  2. Canadian Forces Fleet School (CFFS) Esquimalt; 
  3. Canadian Forces Leadership and Recruit School (CFLRS) Saint-Jean; and 
  4. Canadian Forces Naval Operations School (CFNOS) Halifax. 

PLQ (Army) - CAF personnel identified in CANFORGENs 101/08 and 031/13:

  1. 2 Div TC Valcartier; 
  2. 3 Div TC Wainwright; 
  3. 4 Div TC Petawawa;
  4. 5 Div TC Gagetown; and 

ILP/ALP/SLP and SAP

  1. Royal Military College Saint-Jean/Chief Warrant Officer (CWO) Osside Profession of Arms Institute.

Commanding Officer’s Commitment

4.10 COs must provide candidates selected for DL with the required duty time for the completion of the scheduled assignments in accordance with DAOD 5031-8, Canadian Forces Professional Development and ensure the Candidate/Unit Agreement Form included in the DL course package from the respective TE is duly signed.

5. Planning

Training Forecasting Requirements

5.1 Leadership Programme requirements are identified during the business planning cycle. D MIL C for Reg F and L1 (PRes) personnel are required to submit a forecast of their respective requirements to CDA J3 Prod as per established Business Plan directives. As part of the Business Plan process cycle, D Mil C and L1s (PRes) should review their quarterly forecasts and notify CDA J3 Prod of any important changes (e.g. backlogs or excess capacity). 

Funding

5.2 The TEs are responsible for TD associated cost for the RL portion of all Programmes. 

5.3 PRes pay and allowances while candidates are on the DL and RL sessions are the responsibility of the L1s (PRes) and in accordance with CAFMPI 20/04.

Travel Arrangements

5.4 All travel arrangements must be submitted to the appropriate TE, by the members’ unit, no later than 14 days prior to course commencement. Booking details are located in TE joining instructions. 

Course Dates

5.5 For planning purposes, the sessions dates for both the DL and RL components of: 

  1. PLQ can be found on the respective TA and/or TE websites; and
  2. ILP, ALP, SLP and SAP can be found on the CWO Osside Profession of Arms Institute website.

Completion Timeline

5.6 For courses including a RL component, members must attend the RL session within 12 months of DL completion. 

Awarding of Qualification

5.7 Common PD qualifications and Programmes are based upon the formal IT&E requirements. Successful completion of all course components will result in the awarding of the applicable national qualification.

6. Course Loading

Course Loading

6.1 Course loading will be carried out in the following manner:

  1. DL: respective nominating authorities must nominate eligible candidates through MITE and set priority in the remarks field. For PRes members, the remarks field must also contain the targeted DL session.
  2. RL: upon completion of DL, the nominating authority must nominate candidates through MITE and set priority in the remarks field. For PRes members the remarks field must also contain the targeted RL session. 

6.2 Authorized matcher and commissioner must load sessions based on details in the remarks field. 

Priority for Training

6.3 Candidates must be loaded on the DL and/or RL based on promotion date, using the following priorities:

  1. Priority 1
    1. Reg F Acting Lacking,
    2. L1 (PRes) priorities; and
  2. Priority 2
    1. Those nearing promotion and appointment as determined by the appropriate career management authority for Reg F and Pres personnel. 

Candidate Allocation

6.4 The following is the allocation procedures:

  1. PRes allocations will be coordinated amongst L1 nominating authorities through the EC’s NCM PD Chief Petty Officer 1st Class (CPO1)/CWO. Any of the dedicated seats unused at the 30 days mark will be filled by CDA on a priority basis as per para 6.2.
  2. Compressed RL sessions were put into place to address the limited training days availability of PRes Class A and Class B (on TOS of less than 180 days) candidates. The optimum seat allocation protocol is 80% - 85% PRes and 15% - 20% Reg F. The CDA/NCM PD may re-allocate seats to meet the requirement.
  3. Standard RL sessions are for Reg F and PRes Class B on TOS greater than 180 days. The optimum seat allocation protocol is 80% - 85% Reg F and 15% - 20% PRes. The CDA/NCM PD may re-allocate seats to meet the requirement. 

Nomination Process

6.5 Utilizing MITE, nominating authorities will nominate their candidates no later than 120 days prior to each session start date. The nominations will be matched to a session and loading message will be issued no later than 90 days prior to start date.

  1. Nominations are introduced in MITE by utilizing the appropriate Course Codes found under Record Nomination.
  2. If the forecasted date of promotion is not known, enter an estimated month/year of promotion. For sorting purposes (by the matcher), it is imperative that all career managers use the format month/year as follows when entering the promotion data e.g. Nov 13.
  3. L1 (PRes) nominators are to detail the targeted DL and RL session when nominating for DL session.
  4. The CM and L1 (PRes) nominate based on priorities detailed in paragraph 6.2 of this instruction.
  5. The remarks field is used to provide the matcher with the following if applicable:
    1. date promoted to AL rank; 
    2. estimated date of promotion; 
    3. non availability dates (from and to); 
    4. targeted session;
    5. a blank comment field indicates that the candidate is available for any session.
  6. Candidates will not be loaded on the RL session until completion of the DL.
  7. For PLQ RL, nominating authorities are to nominate candidates to a TE. The TE matches candidates to a session. 
  8. Due to a data retention process within MITE, candidates who have not been session loaded within 24 months of nomination will have to be re-nominated. 

Confirming Attendance

6.6 Unit/Candidates must confirm attendance no less than (NLT) 60 days prior to session start date. A notification of non-confirmed nominees must be sent to CM’s and L1 (PRes) for action. ECs PD reps must be informed.

6.7 If confirmation or an approved deferral is not received by 30 days prior to the session start date, a second notification will be sent advising that non-confirmed nominees are considered a “No Show” in accordance with paragragh 6.10 and 6.11. 

Deferments

6.8 Deferment of training of either the DL or RL sessions should not be taken lightly as it will prevent an individual from attaining a substantive rank. Justification must be provided to the CM or L1 (PRes) authority. Career course deferrals could be subject to administrative review. 

6.9 To be deferred from the DL or RL session, a message with the applicable information must be submitted, in accordance with the TE Special Instructions and with the COs concurrence, to the candidate's CM or L1 (PRes) for approval. No action will be taken by CDA Prod or TEs until approval from the applicable CM/L1 is received. 

“No Shows”

6.10 A “No Show” is defined as an individual who has not provided an approved deferral in accordance with paragraphs 6.6 and 6.7 or has registered and not reported for the session. The TE will inform the respective unit and CM or PRes authority of the particulars for follow-up action.

6.11 The “No Show” candidates must be removed from MITE and must be re-nominated by the appropriate authority.

Non-Completion of Training

6.12 Actions will be taken in accordance with CFAO 49-4 Career Policy - Non-Commissioned Members - Regular Force, CFAO 49-5 Career Policy - Non-Commissioned Members - Primary Reserve, and DAOD 5019-2 Administrative Review that may result in a reversion of appointment or rank to the last substantive rank.

7. Responsibilities

7.1 The following table identifies the office and their responsibilities:

  • QS designing, developing, conducting, evaluating, validating;
  • PLQ TP designing, developing, conducting, evaluating, validating;
  • providing leadership training policy guidance on behalf of CMP;
  • verifying leadership training policy;
  • matching and commissioning candidates for DL;
  • matching and commissioning candidates for attendance to the RL session on completion of the DL session (PLQ for CMP candidates only);
  • ensuring adequate training spaces are available to support the nominations of all eligible CAF candidates;
  • assigning designated agencies to deliver PLQ training;
  • granting equivalencies for Prior Learning Assessment and Recognition for the leadership training in accordance with DAOD 5031-1, Canadian Forces Military Equivalencies Program; and
  • coordinating foreign candidate participation as required.
EC TAs
  • nominating for PLQ only;
  • matching and commissioning of candidates for attendance to the RL session on completion of the DL (PLQ for RCN and RCAF); and
  • ensuring adequate training spaces are available to support the nominations of all eligible PLQ candidates.
L1s (PRes)
  • forecasting PRes leadership training requirements;
  • providing Class A pay for the allotted DL portion in accordance with the DL Joining Instructions and Class A or B pay for RL session;
  • nominating of PRes candidates for attendance to the DL and RL sessions;
  • ensuring that all Class B candidates, on a TOS of 180 days or more, attend the regular RL session;
  • ensuring Class A and Class B candidates on TOS of less than 180 days attend the specially designed compressed RL session, or if personal schedule prevents such attendance, loading on the regular residential serials. Such nominations must be approved on a case-by-case basis by the L1s; 
  • determining who can nominate;
  • overseeing the PRes NCM leadership course nomination process; and
  • conducting administrative reviews for PRes personnel as required in accordance with CFAO 49-5.
DGMC
  • overseeing the Reg F NCM leadership course nominating process;
  • nominating candidates for DL sessions;
  • nominating candidates for attendance to the RL session on completion of the DL session;
  • forecasting Reg F leadership training requirements; and
  • conducting administrative reviews for Reg F personnel as required in accordance with CFAO 49-4.
MITE Nominator
  • viewing course competencies;
  • running a course competency;
  • query;
  • recording nominations;
  • recording bulk nominations;
  • recording unavailability dates for nominee;
  • creating a non-employee record;
  • cancelling a nomination;
  • amending nominations; and
  • viewing the status of nominations.
MITE Matcher
  • identifying sessions to be matched;
  • matching nominees to sessions; and
  • completing session matching.
MITE Commissioner
  • setting up message preferences;
  • returning session to matcher;
  • approving the sessions;
  • enrolling trainees on sessions;
  • amending message type;
  • modifying load for sessions;
  • generating session messages;
  • printing messages; and
  • zero-loading sessions if applicable.
Nominating Authorities
  • nominating personnel elected for promotion following prescribed policies; and
  • managing the course loading process of their nominees by forecasting yearly requirements, nominating candidates, prioritizing nominations and removal of nominees no longer eligible. 
CWO Osside Profession of Arms Institute (NCMPDD)
  • managing the TPs for the ILP, ALP, SLP and SAP
  • scheduling, conducting, evaluating, administering, funding and resourcing ILP, ALP, SLP and SAP DL and RL Sessions at CWO Osside Profession of Arms Institute; 
  • providing administrative and facilitator access for the DL sessions; 
  • granting qualification to individuals upon completion of the ILP, ALP, SLP and SAP
  • maintaining the ILP, ALP, SLP and SAP website; 
  • sending the DL completion list to the CMs and info CDA J3 Prod;
  • preparing Course Loading Special Instructions; and
  • creating MITE sessions for scheduled courses no later than 100 days prior to session start date.
PLQ TEs
  • scheduling, conducting, evaluating, administering, funding and resourcing PLQ DL and RL session;
  • providing administrative and facilitator access for the DL sessions;
  • granting qualification to individuals upon completion of the PLQ;
  • maintaining the PLQ website;
  • preparing Course Loading Special Instructions; and
  • creating MITE sessions for scheduled courses no later than 100 days prior to session start date.
Commanding Officer/Units
  • ensuring members attend leadership courses when selected; 
  • ensuring candidates meet prerequisites;
  • sending messages to the TEs in accordance with TE special instruction; 
  • providing required duty time and resources for candidates to complete the DL component for leadership courses in accordance with DAOD 5031-8; and
  • initiating an administrative review as required in accordance with CFAO 49-4 or CFAO 49-5, and DAOD 5019-2 as applicable.
CAF Member
  • meeting course prerequisites;
  • attending training when elected; and
  • once course loaded, providing notice of attendance, or deferral, through the chain of command, in accordance with TE special instruction.
