Annex A - Statement of Understanding – Special Requirements Commissioning Plan

Commission to Captain or Lieutenant (NAVY)

1. I (NAME) (SN) (RANK), understand that my rights, privileges and obligations are governed by the National Defence Act, Queen's Regulations and Orders for the Canadian Forces, and other subordinate orders as amended from time to time, and that the purpose of this Statement of Understanding is to acknowledge that I am aware that the following conditions of service shall apply if I am commissioned under the Special Requirements Commissioning Plan (SCRP):
   1. Rank on Commissioning. I will be commissioned in the substantive rank of either 2Lt or A/SLt with simultaneous promotion to the substantive rank of Capt or Lt(N) (Ref: CFAO 11-6); 
   2. Occupation on Commissioning. I will be assigned to an appropriate MOSID in accordance with my qualifications and service requirement. My Manager Authority will be DSA or the officer commanding a command, as appropriate; 
   3. Pay. The rate of pay that will apply is outlined in CBI 204;
   4. Promotion. I will be promoted to the substantive rank of Capt/Lt(N), granted under, SRCP without an occupation qualification (CFAO 11-6 and CANFORGEN 087/06). Eligibility for promotion above the substantive rank of Capt/Lt(N) will be in accordance with CFAO 11-6 and CAFMPI XXX/21;
   5. Training. I will not be given officer MOSID training but may be required to complete limited job-related training. I will not undergo second language training (Ref: CAFMPI 03/22); and
   6. Posting. I consent to serve on any duty for which I am qualified, in any location, at any time. I may be permitted to serve in another vacant permanent officer establishment position to satisfy another short-term CAF requirement (Ref: CAFMPI 03/22).
2. My Terms of Service will be governed by CAFMPI 05/05.
3. Entitlements on Release: 
   1. I understand that I will be released at the rank of Capt or Lt(N); 
   2. I understand and acknowledge that my change in status from a non-commissioned member to an officer may affect the benefits under the Canadian Forces Superannuation Act to which I may become entitled on my release and that I have been advised of those effects by a member of the Government of Canada Pension Centre who normally gives information as to such benefits (Refs: CBI 204.30, CBI 204.53, CBI 204.40); and 
   3. I am not guaranteed the opportunity to Component Transfer to the Primary Reserve as a Capt/Lt(N) as I may be unqualified in the Officer MOSID to which I am assigned (Ref: CAFMPI 03/08).
4. I also understand that I may withdraw from the SRCP at any time before commissioning.

Commission to Major or Lieutenant-Commander

1. I (NAME) (SN) (RANK), understand that my rights, privileges and obligations are governed by the National Defence Act, Queen's Regulations and Orders for the Canadian Forces, and other subordinate orders as amended from time to time, and that the purpose of this Statement of Understanding is to acknowledge that I am aware that the following conditions of service shall apply if I am commissioned under the Special Requirements Commissioning Plan: 
   1. Rank on Commissioning. I will be commissioned in the substantive rank of either 2Lt or A/SLt with simultaneous promotion to the substantive rank of Maj or LCdr (Ref: CFAO 11-6); 
   2. Occupation on Commissioning. I will be assigned to an appropriate MOSID in accordance with my qualifications and service requirement (Ref: CFAO 2-10). My Managing authority will be DSA or the officer commanding a command, as appropriate; 
   3. Pay. The rate of pay that will apply is outlined in CBI 204;
   4. Promotion. I will be promoted to the substantive rank of Maj/LCdr, granted under SRCP, without an occupation qualification (CFAO 11-6 and CANFORGEN 087/06). Eligibility for promotion above the substantive rank of Maj/LCdr will be in accordance with CAFMPI 03/22;
   5. Training. I will not be given officer MOSID training but may be required to complete limited job-related training. I will not undergo second language training (Ref: CAFMPI 03/22); and
   6. Posting. I consent to serve on any duty for which I am qualified, in any location, at any time. I may be permitted to serve in another vacant permanent officer establishment position to satisfy another shortterm CAF requirement (Ref: CAFMPI 03/22).
